Essential Job Functions:
Records documents regarding land transactions presented in person, through the mail, or eRecording after reading and reviewing them to determine recordability and taxability. Scans and stamps the document with the date and time of recording. Calculates and collects fees, penalties, and taxed referring to the Annotated Code of Maryland, relevant documents, schedule of fees and making arithmetic computations. Indexes land record documents by assigning location codes. Operates cash registers. Opens and calculates mail and return documents to correct parties. Issues business and marriage licenses. Advises customers regarding necessary procedures and documentation to obtain various licences, including referring to other agencies as appropriate. Reviews, types and issues license application to ensure complete record and accuracy. Issues oaths for notary commissions. Prepares Test Book for Clerk using directions. Reviews and reconciles end of month marriage license and notary reports. Processes copy requests and records plats. May perform end of month duties in absence of Supervisor.
Essential Duties and Responsibilities:
Provides customer service at counter. Records, reviews, scans, indexes, verifies and processes land record documents. Collects appropriate fees and calculates taxes and penalties. Performs cashier functions. Conducts data entry, MDEC Lien entry and verification.
Issues Business and Marriage Licenses. Scans records. Issues oaths and notaries.
Minimum Qualifications:
Education:
High school diploma (or GED equivalent).
Experience:
Two (2) years of work experience in clerical work involving recording, verifying, or indexing real estate and other documents.
Note:
A bachelor?s degree may substitute the required work experience.
A Paralegal/associate degree or 60 college credits may substitute the required work experience.
A Paralegal Certificate may substitute the required work experience
Knowledge, Skills, and Abilities:
Knowledge of:
Job related terminology, codes, comments, notations, orders, policies, procedures, rules, regulations, and laws.
Personal computers and software to include, but not limited to, Microsoft Office Suite.
Court forms, practices, procedures, protocols, systems, and equipment required to support the specialized work of the assigned unit(s)
Instrument codes and instrument-specific indexing procedures.
Skill in:
Applying job-related terminology, codes, policies, procedures, rules, regulations, and laws.
Examining legal property documents
Communicating information effectively.
Analyzing records, reports, and other business and financial documents noting details and facts pertinent to this assignment.
Ability to:
Use standard office and business equipment including, but not limited to, personal computers, word processing, spreadsheets, database software, copier, microfilm machine, register, scanner, fax machine, etc.
Operate special duplication equipment, typewriter, time/date document liber/folio, adding machine, numbering, and scanners.
Calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages.
Communicate clearly, tactfully, and effectively with judges, the public, police agencies, attorneys, and other court officials and personnel, both verbally and in writing.
Interpret, apply, and follow a variety of written or verbal instructions.
Provides assistance, guidance, and direction to others in a polite and efficient manner.
Work within time constraints, meet fixed deadlines, and demonstrate good organizational skills.
Learn instrument codes and instrument-specific indexing procedures.
Examine legal property documents.
Physical Requirements:
Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
