Essential Job Functions:  

This position reconciles agency accounting systems to fiscal control systems to ensure accuracy, locate and research differences, make necessary adjustments, and maintain an audit trail. Additional responsibilities including deposit of daily receipts, allocation of funds, providing guidance to clerical staff regarding fiscal policies and procedures, revenue adjustments, procurement, and Accounts Payable/Receivable. Duties also include maintaining the working fund, communicating with other agencies regarding financial disbursements, preparing check disbursements, processing local revenue disbursement, referring funds to collection and Unclaimed Property as appropriate, and assisting in the overall operation of the Accounting Division. This position will perform other duties as assigned.

Essential Duties and Responsibilities:

Prepares daily revenue and special accounts deposits and completes GEARS processes.

Generates financial reporting, to include disbursements and adjustments, to AOC and maintains audit trail documentation by updating Excel spreadsheets.

Processes A/P invoices in GEARS.

Performs financial adjustments in GEARS, to include parallel entries when appropriate in MDEC.

Disburses special account funds through MDEC to ensure that the case record is complete.

Acts as custodian of the working fund, submits reimbursement requests in GEARS, reconciles account monthly, replenishes cash as needed with bank and supplies cashiers with petty cash daily.

Assists with counseling cashiers on fiscal policies and procedures and with other office administration and support tasks as needed.

Minimum Qualifications:

Education:

High school diploma (or GED equivalent).

Experience:

Two (2) years of fiscal or accounting work experience.

Note:

A Bachelor?s Degree may substitute the required work experience.

A Paralegal/Associates Degree or 60 college credits may substitute the required work experience. 

A Paralegal Certificate may substitute one (1) year of required work experience.

Knowledge, Skills, and Abilities:

Knowledge of:

Generally Accepted Accounting Principal (GAAP) or Governmental Accounting and Financial Reporting Standards (GASB).

Principals and practices of bookkeeping and accounting to review, verify, record, adjust, and balance financial transactions. 

Office equipment including, but not limited to, computers, telephones copiers, scanners, fax machines, etc.  

Skill in:

Managing priorities to meet critical deadlines while multitasking.

Basic English and arithmetic to include, but not limited to, spelling, punctuation, additional, subtraction, multiplication, and division.

Accuracy to attention and detail.

Analyzing records, reports, and other business and financial documents and noting details and facts pertinent to the audit assignment.

Organization and time management.

The use of Microsoft Office products to include, but not limited to, Excel, Word, PowerPoint, Outlook, etc.

Ability to:

Acquire knowledge of Maryland Judiciary procedures, rules, practices, regulations, and jurisdictional courts.

Learn and apply job-related terminology, policies, procedures, regulations, and laws to define problems, collect data, establish facts, record data, appropriately complete forms, and provide information to customers. 

Perform a full range of basic accounting procedures.

Interpret, apply, and follow a variety of written or verbal instructions.

Establish and maintain effective work relationships with other employees, superiors, and/or the general public. 

Use standard office and business equipment including, but not limited to, personal computers, work processing, spreadsheets, database software, copier, microfilm machine, register, scanner, fax machine, 10-key adding machine. 

Perform all essential functions of the position with a high degree of accuracy and independence.

Prioritize work responsibilities and duties to adhere to deadlines. 

Physical Requirements:

Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Equipment, Machinery and Tools:

Personal computer for office communications and financial reporting. 

Copier to produce paper copies of documents and fax documents.

Scanner to produce electronic copies of documents. 

Calculator to perform math functions.

Software and Computer Skills:

Excel, Word, Outlook ? used daily for recording financial information and office communication.

GEARS, MDEC, NCRS, eLicense, CCU ? used when processing daily financial transactions.
