Essential Job Functions:  

The Senior Fiscal Clerk reconciles agency accounting systems to fiscal control systems to ensure accuracy, locate and research differences, make necessary adjustments, and maintain an audit trail in Charles County Circuit Court. Additional responsibilities include deposit of daily receipts, allocation of funds, and processing revenue adjustments, procurement and accounts payable/receivable.

Essential Duties and Responsibilities:

Prepares daily revenue and special accounts deposits and runs required GEARS processes related to these reports. Implements automated spreadsheets, ledgers, and reports using accounting software packages.

Generates financial reporting, including disbursements and adjustments to AOC and maintains audit trail documentation.  Prepares and mails daily invoices and delinquency notices.

Performs A/R daily reports and A/R end of month report that goes to AOC.  Assists cashiers as needed with researching and resolving any discrepancies or overage/shortage of tills.  Assists auditors who examine agency accounts by providing source documents, summarized data, trend analysis audit trails, and other reports for their review. 

Reviews quarterly reports to process CCU and write offs of accounts.  Disburses special account funds through Odyssey after researching to ensure the disbursement requested by the court staff is appropriately documented before releasing funds to case parties. Process end of year request for unclaimed property.

Acts as petty cash custodian, submits reimbursement request in GEARS, reconciles account monthly, replenishes cash as needed with bank and supplies cashiers with petty cash daily.  Update financial groups when judge grants an extension of court cost.  Run monthly reports regarding cases with outstanding costs and coordinates with department heads to generate bills for collection of these costs.

Assists with jury office when needed, to include helping with generous juror repots and jury payroll reports.

 

Minimum Qualifications:

Education:

High school diploma (or GED equivalent).

Experience:

Three (3) years of fiscal or accounting work experience.

 

Knowledge, Skills, and Abilities:

Knowledge of:

Accounting procedures and the process of monitoring financial records with internal controls and the ability to apply this knowledge.

Court practices, capabilities, and application of automated accounting systems necessary to carry out the Clerk's mission.

Laws governing court practices and fees.

Skill in:

Analyzing records, reports, and other business documents. 

Attention to detail.

Calculate totals, balances, refunds and adjustments.

Enter financial transactions and information into court management system.

Maintain accurate financial records.

Resolving payment discrepancies or account errors.

Clear written and verbal communication.

Ability to:

Proficient use of a 10 key adding machine and at least a basic understanding of computer applications, including spreadsheets, and financial management software.

Possess good verbal and written communications skills.

Strong mathematical aptitude, good organizational skills, and the ability to prioritize work responsibilities and duties and adhere to deadlines.

Ability to perform duties with a high degree of accuracy and independent responsibility with minimal oversight.

Ability to identify, analyze, and recommend solutions to financial discrepancies and identify trends.

Ability to set-up and maintain spreadsheets and other financial reports.

Proficiency in all essential functions of the position.

Physical Requirements:

Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Equipment, Machinery and Tools:

Computer - performing daily job functions, including email, HR and time reporting, processing deposits, and accessing online bank and vendor accounts.

Calculator - computing totals and verifying deposit amounts.

Scanner and copiers - scanning and coping for email, GEARS, MDEC and financial record keeping.

Software and Computer Skills:

Microsoft Office, SharePoint, Outlook and Adobe Suite
