Essential Job Functions:   

The Licensing Clerk performs clerical work to issue business and marriage licenses in accordance with department procedures and the Annotated Code of Maryland for Prince George?s County Circuit Court. The incumbent will perform licensing duties using the E-license and MiM (Marriage in Maryland) programs. Other duties include assisting the public in person or by phone; opening, sorting, and distributing mail; and utilizing a cash register to collect monies received.

Issues Marriage Licenses. Performs Civil Ceremonies. Prepares Civil Ceremony Certificates. Prepares Marriage Certificate Copies. Processes Marriage License Returns. Processes Civil Ceremonies. Issues Business Licenses (New & Renewals). Files Processed Business Licenses. Commissions Notary Publics and Special Police. Issues State & County Appointments. Performs Notary verifications. Files Notary commissions. Accepts passport application and verifies information; collects proper documents and fees for passports and forward to Passport Acceptance Agency. Operates cash register. Balances register. Processes credit card transactions. Opens, sorts, and distributes mail

Minimum Qualifications:

Education:     High school diploma (or GED equivalent).

Experience:   One (1) year of general clerical experience. 

Note:

A Bachelor?s Degree may substitute the required work experience. 

A Paralegal/Associates Degree or 60 college credits may substitute the required work experience. 

A Paralegal Certificate may substitute the required work experience.

Knowledge:

General office practices, procedures, and equipment.

Judicial policies, procedures, and forms. 

Customer service etiquette.

Skill in:

Applying job-related terminology, codes, policies, procedures, rules, regulations, and laws.

Communicating information effectively. 

Analyzing records, reports, and other business documents and noting details and facts pertinent to this assignment.

Ability to:

Use standard office and business equipment including, but not limited to, personal computers, word processing, spreadsheets, database software, copier, microfilm machine, register, scanner, fax machine, etc. 

Use and maintain alphabetical and numerical filing systems.

Communicate clearly, tactfully, and effectively with judges, the public, police agencies, attorneys, and other    court officials and personnel, both verbally and in writing.

Understand and carry out complex verbal and written instructions.

Exercise independent judgment in interpreting and applying appropriate policy, procedure, rule, law, and/or regulation to a situation.

Multitask, adjust to situations quickly, set priorities, and handle pressure in a fast-paced environment.

Physical Requirements:

Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Equipment, Machinery and Tools:

Computer software ? office applications, programs, forms & templates.

Calculator ? compute fees, balancing of cash register

Typewriter ? Notary Verifications 

Cash Register ? payment transactions

Copier- making of copies for staff/customers

Fax Machine ? send and receive information 

Multi-Line telephones ? customer contact

Credit Card Machine ? charge card transactions

Software and Computer Skills:

Microsoft Word, Microsoft Excel, Microsoft Access, Lotus Notes 7, PaperVision, E-License
