Responsibilities

The SUE Phase Manager is responsible for overseeing the day-to-day execution of Subsurface Utility Engineering (SUE) project phases, ensuring field and office operations are performed safely, efficiently, and in alignment with project scope, schedule, and budget. This role supports the Project Manager by coordinating resources, monitoring project progress, managing staff, and maintaining quality standards for SUE investigations.

Serving as a key point of contact for project-related coordination, the SUE Phase Manager works closely with field crews, office staff, clients, and utility owners to ensure accurate utility designation, data collection, and deliverable preparation. This role also assists the Project Manager with financial oversight, billing review, and proposal support while escalating critical project concerns or decision points when necessary.

Key Responsibilities

Project Execution & Field Operations

  • Execute project work plans and monitor staffing requirements for SUE projects

  • Oversee daily field and office operations related to utility designation, mapping, and data collection

  • Track project deliverables, schedules, and milestones to ensure projects remain on track

  • Coordinate field crews performing QL-B and QL-A utility investigations

  • Ensure field data collection, documentation, and project deliverables meet company and client standards

  • Implement procedures and systems to maximize operational efficiency and project performance

Team Leadership & Staff Development

  • Lead and supervise SUE field technicians and project staff

  • Provide clear direction to field and office teams regarding project scope, expectations, and deliverables

  • Participate in recruiting, onboarding, and training of SUE personnel

  • Support staff development and ensure teams follow safety and quality procedures

Financial Oversight & Project Reporting

  • Monitor project budgets, spending, and resource utilization

  • Manage assigned project scope, schedule, and QA/QC responsibilities

  • Generate reports from accounting and project management systems to support accurate project tracking

  • Review project performance data including financial metrics, budgets, and productivity

  • Assist Project Managers with billing review and financial tracking

Client Coordination & Communication

  • Serve as a company representative during client meetings, field coordination efforts, and project discussions

  • Act as a point of contact for client questions related to project execution and field operations

  • Coordinate with utility owners, contractors, traffic control providers, and other project stakeholders

  • Escalate key issues, risks, or decisions to the Project Manager as needed

  • Develop and maintain positive client relationships

Business Development & Project Support

  • Assist with proposal preparation and review, including scopes of work, schedules, and budgets

  • Support the preparation of change orders and contract modifications

  • Demonstrate a thorough understanding of SAM’s SUE services and project delivery processes



Qualifications



  • Associate/Bachelor’s degree preferred
  • Experience leading a group in a professional setting is preferred
  • Possess a reasonable amount of technical proficiency
  • Surveyor-in-Training (SIT) or Professional Land Surveyor (PLS) license preferred or;
  • Engineer-in-Training (EIT) or Professional Engineer (PE) license preferred
