POSITION SUMMARY
The Shared Services Workforce & Systems Specialist serves as an operational and systems integration partner within the HR Shared Services function, supporting enterprise-wide HR service delivery with emphasis on Position Management governance, HR Help Desk ticket administration, data integrity, and cross-functional workforce alignment.
This role supports a collaborative, integrated HR framework by partnering closely with HR Operations, Compensation, Talent Acquisition, Finance, the PRO Committee, Organizational Leadership, and the HRIS team to ensure structural accuracy, fiscal alignment, and compliance integrity within Oracle HCM. The Specialist promotes data integrity through validation, reconciliation, and oversight of position and employee records to ensure system accuracy and reporting reliability.
The Specialist supports enterprise Position Management processes including position creation, reclassification, inactivation, and budget alignment and cost allocation validation, ensuring structural changes are appropriately authorized, documented, and reflected within system workflows and approval protocols.
In collaboration with Finance and the PRO Committee, the Specialist contributes to workforce planning activities, headcount governance, and structural change review processes to reinforce appropriate position authorization, financial accountability, and accurate workforce reporting.
Additionally, the Specialist contributes to audit coordination, internal control validation, Oracle HCM quarterly upgrades and testing cycles, and workflow optimization initiatives to safeguard system stability and data accuracy.
Through cross-functional collaboration and system stewardship, the Specialist supports a scalable, financially aligned, and compliance-ready HR operational framework.
HR Help Desk Scope Clarification
The Shared Services Workforce & Systems Specialist maintains operational ownership of designated HR Help Desk ticket queues within Oracle HCM related to Position Management. The role monitors routing accuracy and service-level expectations, resolves assigned inquiries, escalates complex issues as appropriate, and identifies trends to support continuous process improvement.
This role does not oversee enterprise case management governance but ensures Help Desk activity maintains accurate documentation, workflow compliance, and audit-ready records
Key Responsibilities
Operational Stabilization & Go-Live Readiness (Pre-Implementation Phase)
Applicable through Oracle HCM go-live and transition period.
Serve as a frontline resource for day-to-day HR service delivery across employee lifecycle events, including status changes, performance milestones, compliance documentation, and terminations.
Collaborate with HR Coordinators and HR Operations Analysts to ensure timely, accurate, and policy-aligned execution of transactional HR activities.
Monitor and respond to HR inquiries within the current case management framework, resolving escalated or complex issues in accordance with service standards.
Provide cross-coverage for essential HR Operations workflows during peak periods, staffing gaps, or system transition activities to maintain continuity of service.
Participate in documentation, process mapping, and workflow validation efforts to support system configuration accuracy and operational readiness.
Assist in the creation, refinement, and maintenance of Standard Operating Procedures (SOPs) related to Core HR transactions to ensure alignment with policy and future-state Oracle HCM workflows.
Position Management & Workforce Governance
Support enterprise Position Management within Oracle HCM, including position creation, reclassification, inactivation, and structural updates.
Validate budget alignment and cost allocation accuracy in partnership with Finance.
Collaborate with Compensation and Talent Acquisition to ensure job, pay, and requisition alignment with approved organizational structures.
Engage organizational leadership and the PRO Committee to support headcount governance and approval validation.
Monitor position control workflows and assist with headcount reconciliation reporting.
HR Help Desk Ticket Administration
Maintain operational ownership of designated HR Help Desk ticket queues within Oracle HCM.
Resolve and monitor ticket activity in alignment with service-level expectations.
Escalate complex or cross-functional inquiries as appropriate.
Identify recurring trends and recommend process improvements.
Ensure accurate documentation and audit-ready ticket records.
This role supports Help Desk ticket administration but does not oversee enterprise case management governance.
Oracle HCM System Support & Enhancements
Maintain functional proficiency in Oracle HCM Core HR, Position Management, Workflows, and HR Help Desk.
Partner with HRIS on quarterly releases, testing cycles (UAT and regression), impact assessments, and post-deployment validation.
Assist in documentation updates and implementation of system enhancements and workflow automations.
Participate in recurring HRIS Scrum sessions to support sprint planning, issue prioritization, workflow refinement, and cross-functional alignment.
Audit & Cross-Functional Collaboration
Coordinate audit documentation and validate data integrity related to position control and structural alignment.
Maintain audit trails and support remediation initiatives.
Serve as a liaison across HR Operations, Compensation, Talent Acquisition, Finance, PRO Committee, and HRIS to promote data consistency and operational continuity.
QUALIFICATIONS
EDUCATION: Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, Finance, or related field required.
LICENSE/CERTIFICATION: SHRM-CP, SHRM-SCP, PHR, or SPHR, preferred. Oracle HCM certification or demonstrated system administration experience preferred
EXPERIENCE:
5-8 years of progressive HR experience, including experience in HR Operations, Shared Services, or HRIS-supported environments.
Demonstrated experience supporting Position Management, workforce structure governance, or headcount control processes.
Experience collaborating cross-functionally with Compensation, Talent Acquisition, Finance, and HRIS teams.
Experience participating in HR system implementations, upgrades, testing cycles (UAT/regression), or enhancement deployments preferred.
Experience supporting audit preparation, internal controls, or data validation initiatives.
Advanced proficiency in Microsoft Excel (data validation, reconciliation, pivot tables); experience with Oracle HCM strongly preferred.
Proven ability to manage sensitive workforce data in a regulated healthcare environment.
