Responsibilities


Position Summary

The Vice President, Technical Services, at PSA Airlines is responsible for all aspects of the Technical Services function to ensure a safe, efficient, and reliable airworthiness of the entire fleet of aircraft operated by PSA. This role will oversee all associated functions including engineering, reliability, configuration management, quality control, technical publications, technical records. This includes responsibility for the oversight and upkeep of the infrastructure required to support all activities. The Vice President of Technical Services evaluates and implements initiatives to modernize and improve all relevant processes and systems, bringing in best practices to lead the industry.

Job Responsibilities

  • Establish and pursue the strategy and vision for PSA’s Technical Services function. Set overall department strategic objectives designed to improve reliability, reduce cost/ risk, and serve as roadmap for all processes, technology, and manpower requirements.
  • Develop an annual operating plan for Technical Services.
  • Based on the broad direction provided by the operating plan, negotiate and operate within the annual budget for the function. Establish budgets and cost projects as necessary to support the Technical Services operations and maintain cost within assigned budgets. Monitor and control use of overtime.
  • Provide timely and accurate reporting of operating results and other special projects and initiatives under his/her direction.
  • Establish and control technical safety and airworthiness standards for the aircraft fleet and related maintenance test equipment and facilities, in conformance with best practices and with the requirements set by the FAA.
  • Oversee all aircraft modification work in the context of the ongoing evolution of the airline’s product offering and other requirements.
  • Lead and be responsible for the efficient operation of the airline’s Maintenance and Engineering Department. This includes and entails overall responsibility for all activities and functions related to the Maintenance and Engineering operations necessary to ensure a safe and efficient technical upkeep of the entire fleet of aircraft. This includes oversight for:
    • Engineering
    • Reliability
    • Quality Control
    • Configuration Management
    • AD and SB Management
    • Technical publications/technical records
  • Manage relationships with MHIRJ and other major equipment OEMs.
  • Negotiate and administer agreements and manage relationships with outsourced engineering and technical service providers.
  • Regularly identify, evaluate, and implement ways to improve aircraft reliability, cycle time, quality control and cost.
  • Establish goals with specific, actionable milestones, parameters, and standards for Maintenance and Engineering units to utilize and analyze. Ensure that the goals and standards are delivered consistently.
  • Serve as the key catalyst for introducing efficient thinking, approaches, practices, processes, tools, and systems into the airline’s Technical Services function.
  • Construct an environment dedicated to continuous improvement and measure PSA performance against other American Eagle carriers, industry standards, and prevailing best practices.
  • Maintain and revise manuals, training, and other documentation for all Technical Services functions.
  • Guarantee the integrity of the technical records of the aircraft fleet.
  • Ensure compliance with FAA regulations and with PSA required policies, practices, procedures, processes, standards, labor agreements, and protocol, and take corrective action when needed to improve or ensure ongoing compliance. Continually reviews effectiveness of policies and procedures to update as necessary.
  • Provide active leadership in the support and resolution of operations issues as they arise; deploying his or her specific expertise and bringing in others as needed.
  • As a senior member of the operating leadership team, contribute to the overall operating plan of PSA by participating in the ongoing planning process to produce clear and compelling mid- and long-term objectives.
  • Establish and maintain strong relationship with relevant contacts at American Airlines and serve as the primary point of contact in dealing with technical services issues.
  • Provide “front line” leadership, guidance, and administrative supervision to direct report staff.
  • Provide strong and inspired leadership, mentorship, and direction to a team of highly skilled maintenance and engineering directors and managers.
  • Assume an active role in development of future leaders across Maintenance & Engineering and maintain an active succession plan for the department.
  • Ensure close liaison with other functional departments and, more broadly, various industry groups, to ensure successful coordination and sharing of best practices.
  • Provide necessary support for the PSA Safety Management System. Assist and support the President and other senior leaders in projecting a strong commitment to the uncompromising promotion of safety and regulatory compliance.
  • Perform other duties as assigned by the Senior Vice President.
  • Responsible for the Company's Security and Safety Management System (SMS) and associated Safety Risk Management and Safety Assurance outputs.

Position Specifics


Qualifications

Required
  • Bachelor’s degree or equivalent work experience, with strong aircraft related experience or education.
  • Minimum of 3-5 years of management experience in an Air Carrier environment.
  • Minimum of 5 to 8 years of large technical operations experience.
  • Experience directing engineering for an airline with an outstanding reputation for aircraft operations.
  • Experience with budgetary management, administration, and control.
  • Experience with management and administration of service contracts and agreements.
  • Experience in FAA/Manual management and development.
  • Strategically oriented in long-term planning and management focused on how the function integrates into the operation and growth of the airline.
  • Able to conceive and progress the organization toward a long-term vision while putting in place the stepping stones required to succeed along the way.
  • Exceptional knowledge of operations/production skills.
  • Proficient in the use of Microsoft Office software.
  • Ability to speak/read/write in English.
  • If hired, must be able to demonstrate that you are authorized to work in the U.S.
Preferred
  • Master’s degree in operations, finance, or related field.

Delegation: In absence, responsibilities delegated to Chief Operating Officer.

Supervisory Responsibility: This is a supervisory position.

Work Environment: This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, telephones, photocopiers, facsimile machines and filing cabinets.
