Leidos Homeland team is seeking a highly motivated Senior Program Manager supporting Leidos Airports, Borders and Security CISA portfolio. The candidate will provide specialized knowledge to help organizations with technology-related matters coupled with strategy planning and execution of national and state level exercises. This role serves as a bridge between the government agency’s general mission needs and complex Cyber and Physical Security Exercise implementation and oversight. They use their expertise to help the government customers select, implement, and maintain robust exercise planning and execution effectively across an agile mission environment protecting critical infrastructure. The position identifies opportunities for improvement and proposes solutions that balance cost and efficiency. They work with clients to understand their goals and translate them into technically applicable solutions, ensuring that critical infrastructure resiliency is increased and risk is reduced. This often involves triaging complex issues and providing clear guidance to a wide audience of customers to make informed decisions.

Primary Responsibilities:
Lead and Manage teams in various scale exercise programs supporting national, regional or sector specific entities.
Organizes, directs, and manages contract operation support functions, involving multiple, complex and inter-related project tasks within high op tempo mission critical environments.
Manages teams of contract support personnel at multiple locations and as the principal liaison with the customer and identified partners.
Mentor team leads supporting exercise programs, including technical staff implementations of tools and processes to enhance support to clients.
Maintains and manages the client interface at the senior levels of the client organization.
Meets with customer and contractor personnel to formulate and review task plans and deliverable items.
Ensures conformance with program task schedules, costs, deliverables, and risk management.
Develop and present executive level products, including AARs, Improvement Plans, and leadership updates.
Required Security Clearance:
Active TS/SCI and DHS EOD.
Basic Qualifications:
Bachelor’s degree or higher in Program Management / Business Administration or equivalent related field
A minimum of ten (10) years of overall experience in project and program management.
A minimum of five (5) years of experience managing government (federal or state) exercises, emergency management, or critical infrastructure protection.
Proven experience with managing Exercise planning and implementation.
Exceptional technical aptitude and effective written and verbal communications skills.
Experience in monitoring program priorities, procedures, objectives, resource allocation, and areas of service.
Experience in managing program and project teams to ensure goals are completed on time.
Experience in identifying possible current and future risks to program efficiency or success.
Expertise in technical, executive reporting and production management providing customers with informed decision-making solutions.
Advanced ability of critical thinking, problem solving, and team coordination against multiple mission needs simultaneously.
Experience managing teams that use agile methodologies.
Preferred/Desired Qualifications
HSEEP Experience and/or FEMA level exercise methodologies.
PMI Project Management Professional (PMP) with secondary certifications in technical fields (cyber).
Advance degree in Program Management / National Security with a focus in an IT related field.
Familiarity with CISA national Level exercises and/or previous participation.
