Overview

Sev1Tech is searching for a Senior Program Control Analyst with experience supporting complex U.S. Government contracts, executing program financial controls, and developing accurate, risk-informed forecasts. The ideal candidate brings strong expertise in AOP development, EAC/ETC forecasting, variance analysis, funding management, and regulatory compliance.

The Senior Program Control Analyst will support the Program Manager by executing day-to-day financial planning and control activities, maintaining forecast accuracy, monitoring contractual funding, and preparing clear, compliant financial reporting for internal leadership and government customers.

Overview/Job responsibilities:

· Supports the Program Manager in the execution and oversight of program financials for complex U.S. Government contracts, ensuring alignment with contractual requirements, funding limitations, and internal financial controls.

· Executes and coordinates day-to-day financial execution activities, including cost tracking, funding status, accruals, and forecast maintenance, in accordance with contract articles and applicable regulations.

· Develops, maintains, and updates the Annual Operating Plan (AOP), EAC, and ETC in support of program planning and execution, providing timely variance analysis and risk identification.

· Prepares, reviews, and submits accurate customer financial deliverables, including QPMRs, CFSRs, CSDRs, and ad hoc financial reports, ensuring consistency with contract requirements and program performance.

· Manages monthly accruals and reviews labor and non-labor costs for accuracy, allowability, and proper contract alignment.

· Monitors contractual funding and burn rates, supporting timely Limitation of Funds (LOF) actions in coordination with Contracts and Program Management.

· Maintains financial data integrity within Unanet, ensuring contract modifications, funding updates, and cost structures are reflected accurately and timely.

· Conducts detailed variance, profitability, and risk analysis to support informed program decision-making.

· Provides financial execution support for contract modifications, new scope, and growth opportunities, including pricing support and cost impact analysis.

· Collaborates with technical, contracts, and program management teams to translate program requirements into executable financial plans.

· Supports audits, customer data requests, and contract closeout activities as required.



Responsibilities

· Minimum five (5) years of progressive experience in program finance, project controls, or cost analysis supporting U.S. Government contracts.

· Minimum ten (10) years of experience in finance or accounting; data analysis, financial reporting, GAAP compliance and audit support, general ledger management, month end close.

· Bachelor’s degree in Finance, Accounting, Business, or a related field; without the Bachelor's degree, an additional 4 years will be required.

· Demonstrated experience supporting program financial planning and execution, including AOP development, EAC/ETC forecasting, accruals, and variance analysis.

· Hands-on experience preparing and supporting customer financial reports (e.g., QPMRs, CFSRs, MSRs, CSDRs) in accordance with contract requirements.

· Experience monitoring contractual funding and burn rates, including support of Limitation of Funds (LOF) actions.

· Working knowledge of Earned Value Management (EVM) concepts and cost control methodologies.

· Experience working within ERP systems (e.g., Unanet) to manage contract financials, funding, and cost structures.

· Strong proficiency in Microsoft Excel, including pivot tables, lookups, and analytical modeling.

· Ability to interpret and apply contract articles, financial clauses, and internal control procedures.

· Strong written and verbal communication skills with the ability to present financial information clearly to program leadership and government customers.

· U.S. Citizenship required.

Security Clearance: Must be able to obtain and maintain a Secret Clearance



Qualifications



· Experience supporting proposal pricing, contract modifications, or new scope, including cost estimating and financial impact analysis.

· Experience working in multi-contract or mixed contract type environments (CPFF, CPIF, FFP, T&M)

· Experience supporting customer-facing financial reviews and responding to government data requests.

· Experience developing or refining standardized financial processes to improve forecast accuracy and execution discipline.

· Strong analytical judgment with the ability to identify financial risks, assess impacts, recommend mitigation strategies, and balance detail-level analysis with program-level insight.

· Advanced Excel skills, including scenario modeling and complex financial analysis.
