The BSA/Fraud Specialist is responsible for assisting in monitoring all aspects of accounts and activities relating to BSA (Bank Secrecy Act), AML (Anti-Money Laundering) and OFAC (Office of Foreign Assets Control). The incumbent will provide investigative research and support regarding possible Suspicious Activity Reports (SAR)/Currency Transaction Reports (CTR); and provide research, guidance and determination for OFAC clearing items related to consumer and business transactions or other BSA requirements. The incumbent is required to be self-motivated, possess the ability to work independently and be adaptable to changes in technology and processes. This position will comply with the Bank Secrecy Act (BSA), the Office of Foreign Assets Control (OFAC), the USA PATRIOT ACT (CIP), Customer Due Diligence (CDD), and provide support to the BSA Department regarding suspicious activities reporting, as well as other banking and company regulations and rules.
Responsibilities, Duties & Accountabilities
The core, critical and essential work duties, functions and responsibilities of the position are as follows:
• Maintaining a current and in-depth knowledge of BSA, AML and OFAC regulations. The incumbent will also use monitoring application systems and maintain investigation files;
• Coordinating with internal team members, Examiners and Auditors before, during and after audits and exams; - Preparing and reviewing operational reports or project progress reports; Providing reports to senior management;
• Assisting/Meeting with Auditors regarding the BSA program and compliance related to operations and Identity Theft;
• Researching and resolving inquiries submitted to the BSA Department;
• Representing the bank for court appearances as needed for subpoenas/summons;
• Reviewing the alerts on the monitoring system , daily worklist;
• Reviewing, analyzing and resolving debit card fraud;
• Analyzing large volumes of financial data for potential fraud;
• Recognizing patterns of fraud and suggesting new methods of detection, mitigation, and prevention;
• Reviewing routine daily reports, preparing data for management’s review;
• Filing police reports;
• Assisting in the development and presentation of new compliance training sessions on current and new regulations;
• Maintaining industry knowledge of banking processes related to internal operations, and ensuring compliance with all rules and regulations;
• Recognizing patterns of fraud and suggesting new methods of detection, mitigation, and prevention; Responsible for assisting the leadership to analyze and monitor data to recognize fraud trends and alerts with a focus on minimizing fraud loss;
• Maintaining sensitive and confidential information; exercising tact and diplomacy in dealing with susceptible, highly sensitive, complex, and confidential issues and situations;
• Reviewing Customer Information File (CIF) records to ensure compliance with the Customer Identification Policy (CIP);
• Preparing, researching and filing SARs and CTRs, ensuring they are filed electronically within the proper timeframe;
• Reviewing Identity Theft Red Flag forms to ensure proper identification and proper resolution of red flags.;
• Prepares training material and provides BSA and Fraud training to bank staff;
• Assisting with annual review of exempt customers and completion of review forms;
• Reviewing OFAC hits/suspects as identified in nightly OFAC search;
• Assisting with implementation of new BSA Procedures and Policies;
• Performing other duties as assigned.
Position Requirements and Qualifications:
• High School Diploma or Equivalency, preferably a college degree in Business, Finance, Accounting or other business-related field of study; or equivalent, applicable experience in a relevant area
• Minimum four (4) years working experience in banking, specific to operations in a community bank environment; and a working knowledge of deposit compliance in a financial institution
• American Banking Association (ABA) Certification
• In-depth knowledge of regulations regarding Bank Secrecy Act (BSA), Anti-Money Laundering (AML) and Office of Foreign Assets Control (OFAC)
• Demonstrated proficient computer skills, preferably working with Microsoft Office products, office systems and programs, with an emphasis on EXCEL, and the ability to successfully navigate and maintain current knowledge and skills working with technology
• Strong organization skills and attention to details
• Demonstrated above-average verbal and written communication skills
• Demonstrated ability to effectively manage one’s time to complete work according to established deadlines; and the ability to prioritize tasks to make the best use of time for high priority tasks
• Demonstrated adaptability and willingness to learn: In an ever-changing and evolving world of banking in our community, this position requires an eagerness to adapt to those changes and the initiative to learn outside of daily parameters
• Able to adjust quickly to different work situations and remain composed under pressure and in stressful situations.
