As a Senior Technical Advisor, you will play a pivotal role in shaping the future of the Department of Defense Information Network (DODIN). Acting as a Systems Engineering and Technical Advisor (SETA), you will provide crucial analysis and strategic input to address capability gaps in DODIN Operations and Defensive Cyber Operations-Internal Defensive Measures (DCO-IDM). The ideal candidate will leverage their deep technical expertise to analyze joint needs, recommend solutions, and guide the development of secure, resilient, and effective defense capabilities.
Primary Responsibilities
- Analyze DODIN Operations and DCO-IDM capability gaps and recommend Doctrine, Organizational, Training, Materiel, Personnel, Leadership, Facilities, and Policy (DOTMPLF-P) solutions.
- Support gap analysis by comparing and documenting shortfalls in proposed cyber capabilities and assessing alignment with DoD and DISA policy.
- Develop written documentation addressing operational risk, cost, and technical variances, with recommended courses of action.
- Review and provide expert commentary on technical materials, including policy, plans, procedures, and reports related to DODIN Ops and DCO.
- Independently develop program plans, governance documents, white papers, Concepts of Operations (CONOPs), and other engineering and system documentation.
- Assist in validating and prioritizing resources, operational needs, and cost estimates (IGCE/ROM).
- Brief and represent our interests in higher, adjacent, and supporting capability requirement boards and technical engagements across the agency.
- Facilitate coordination and lead the development and review of enterprise architectures.
- Analyze capability risks, develop mitigation strategies, and manage system interrelationships within an Operational Research and System Analyst (ORSA) framework.
- Assist in maintaining a comprehensive matrix of DODIN Ops and DCO capabilities, including sponsors and CONOPs.
Basic Qualifications
- Active TS/SCI Security Clearance required.
- Bachelor's Degree in relevant technical discipline (Computer Science, Cybersecurity, Information Technology, Systems Engineering, or a related technical field. A degree in Business Administration may also be considered if paired with strong technical experience) and 17 years overall related experience or master’s degree with 15 years of prior relevant experience.
- Proven experience in a Systems Engineering and Technical Advisor (SETA) capacity within the DoD.
- In-depth knowledge of DODIN Operations, Defensive Cyberspace Operations (DCO), and the DOTMPLF-P framework.
- Demonstrated ability to develop high-quality technical documentation, including white papers, CONOPs, and system plans with minimal supervision.
- Strong experience in analyzing operational and technical risks and developing effective mitigation plans.
- Expertise in enterprise architecture design and development.
- Excellent communication skills, with a proven ability to brief senior leadership (SES/Executive level).
- Experience with resource validation, cost estimation (IGCE/ROM), and technical specification review.
