Job Summary
The Senior Business Analyst (BA) for Oceanic Air Traffic Management systems development acts as a critical liaison between ANSP operational air traffic controllers, regulatory bodies, and Leidos and co-development software teams. This role focuses on translating complex aviation safety requirements, including separation standards and satellite-based surveillance and communications requirements, into functional system specifications and user acceptance tests to modernize air navigation services. The BA will support both domestic and international proposal activities as well as the full lifecycle of ATC systems development, including requirements gathering, gap analysis, and system verification. You will ensure that new software solutions align with applicable ICAO, Eurocontrol, FAA and other international standards while maintaining the highest levels of safety and operational efficiency.
Key Responsibilities
- Requirements Management: Elicit, document, and validate functional and technical requirements for En Route, Terminal, or Oceanic ATC tools.
- Operational Analysis: Conduct feasibility studies and cost-benefit analyses for innovative ATM (Air Traffic Management) solutions.
- Gap & Workflow Analysis: Perform gap analysis between existing legacy systems and proposed modern solutions, identifying potential usability issues or operational inconsistencies.
- Stakeholder Liaison: Serve as a strategic link between air traffic controllers (SMEs), system engineers, and project management to ensure operational concerns are addressed in technical designs.
- System Verification & UAT: Assist in requirements tracking, verification, and facilitating User Acceptance Testing (UAT) to ensure delivered solutions meet mission-critical safety standards.
- Compliance & Safety: Ensure all system designs comply with aviation regulations, safety protocols, and ANSP Safety Management Systems (SMS).
Required Qualifications
- Aviation Domain Knowledge: Deep understanding of oceanic-specific technologies like FANS-1/A and Performance-Based Navigation (PBN).
- Regulatory Familiarity: Expertise in ICAO Annex 2 and international procedures for Remote Airspace Operations.
- Technical Proficiency: Experience with Flight Data Processing Systems (FDPS) and message switching systems for global flight data exchange.
- Analytical Skills: Proven ability to perform cost-benefit analysis for innovative ATM solutions and strategic advisory for aviation stakeholders.
- Education: Master’s degree in Aviation Management
- Experience: 10+ years of experience in oceanic aviation air traffic management
- ATC Expertise: Valid Air Traffic Control License from a recognized ANSP
Preferred Skills
- Exceptional communication skills to present complex system functions to non-technical audiences at various levels of seniority.
- Strong critical thinking and problem-solving abilities to handle high-intensity, mission-oriented environments.
- Experience with Trajectory-Based Operations (TBO) and 4D trajectory modeling for long-haul oceanic flights.
