General Summary:
Under general supervision of the Child Care Financial Assistance (CCFA) Program Director, the Assistant Director is responsible for strategic initiatives and program outcomes through planning, organizing, implementing, directing, representing, evaluating, and monitoring of the CCFA departments including directly and indirectly supervising management and staff assigned. The Assistant Director oversees CCFA departments focused on providing services for families/children. The Assistant Director ensures consistent fiscal and management oversight of their assigned CCFA departments across all offices and locations.

This position oversees CCFA operations and strategic community partnerships within Los Angeles County and San Bernardino County, emphasizing operational collaboration, partnership development, and systems integration to focus on cultivating child, family and community well-being.

Responsibilities

The CCFA Assistant Director oversees and is responsible for:

Program Oversight & Leadership (35%)

  • Directly supervise Program Managers across Los Angeles County and San Bernardino County and ensure effective systems are in place for managing the employment cycle, including staffing, supervision, communication, performance evaluation, scheduling, and staff development.

  • Provide ongoing leadership, coaching, and support to promote high performance, accountability, and professional growth among staff.

  • Facilitate onsite and virtual regular staff meetings to communicate updates, ensure alignment with agency goals, and foster collaboration across teams.

Departmental Operations and Compliance (35%)

  • Oversee assigned CCFA departments, which may include but are not limited to Case Management, Enrollments, Stage 1, Bridge, Provider Payments, Provider Liaison, Customer Service Center, or other departments as established by the Agency.

  • Establish and maintain administrative policies and procedures to ensure efficient program operations and compliance with all contractual, county, state, and federal regulations.

  • Collaborate with the Continuous Quality Improvement team to implement policy and procedure updates and ensure required training programs are delivered.

Community Partnerships and Engagement (20%)

  • Lead the development and management of strategic partnerships with Affiliated County departments, school districts, community-based organizations, and coalitions focused on family stability and childcare access.

  • Serve as CCRC’s primary liaison to county leadership, representing the CCFA Division in regional initiatives that support early learning, family well-being, and provider engagement.

  • Collaborate with internal divisions and external partners to coordinate service integration, joint programming, and referral systems that strengthen community impact.

Compliance Oversight (10%)

  • Collaborate with managerial representatives from other divisions to resolve employee site-specific issues.

  • Maintain a knowledge and understanding of all applicable contract requirements, agency policy and legislative issues as they may affect program funding and implementation.

  • Responsible for the consistent application of contract requirements and program regulations throughout the division.

Qualifications

Minimum Required

  • Education & Experience

    • Option 1

      • Bachelor’s degree in Family Studies, Social Work, Child Development, Public Administration, Business Administration or related field.

      • 10 years of management experience in a public agency, case management, social services, or early childhood program. Working knowledge in Child Development.

      • Three years of direct supervisory experience managing large, multi-site teams, with demonstrated responsibility for personnel management functions such as hiring, training, performance evaluation, and staff development.

      • Comprehensive knowledge of developing and overseeing large scale department budgets, preparation of strategic analyses and reporting.

    • Option 2

      • Master’s degree in Family Studies, Social Work, Child Development, Public Administration, Business Administration or related field.

      • Five years of management experience in a public agency, case management, social services, or early childhood program. Working knowledge in Child Development.

      • Three years of direct supervisory experience managing large, multi-site teams, with demonstrated responsibility for personnel management functions such as hiring, training, performance evaluation, and staff development.

      • Comprehensive knowledge of developing and overseeing large scale department budgets, preparation of strategic analyses and reporting.

  • Technical Requirements:

    • Intermediate proficiency level using Microsoft in Outlook, Excel, Word, and PowerPoint.

    • Experience using virtual meeting platforms (i.e., Zoom).

    • Experience in budget development and management; grant management and program compliance; report preparation; and identifying and implementing service and facility improvements.

  • Travel: This position requires 40% of travel.  Travel may involve attending meetings, training, CCRC sponsored events and conferences throughout the state. Some overnight travel may be required. Staff members driving on behalf of CCRC may choose to drive a CCRC vehicle or own vehicle and must meet requirements to be an approved driver including holding and maintaining current auto insurance, current California Driver’s License and DMV clearance required.

  • Work Schedule: This position is full-time hybrid position and may require the ability to work a non-traditional work schedule such as evenings and weekends, as needed.

  • Work Environment: Standard office environment with moderate level of background noise.

Preferred

All minimum requirements above met, plus:

  • Experience: Background in Social Work or experience working within social services programs supporting children and families.

  • Bilingual: Ability to converse, write and/or translate in English and Armenian / Spanish
