Essential Job Functions:   

This position is full performance level, paraprofessional accounting work. Employees in this classification are responsible for performing all accounting functions for the assigned court facility. The incumbent is responsible for reviewing and verifying the work of primary and secondary cashiers for recording processing and forwarding files to the Judiciary Accounting System. This position reviews, enters, reconciles, and maintains financial transactions for multiple locations in the assigned court facility.  Researches and resolves discrepancies in control accounts during reconciliations. Provides information to Judges, Supervisors, Clerks, attorneys and defendants regarding payment and refund information both by telephone and mail.

Review and verify daily cashier transactions and paperwork received is in order. Manage cashier deposits and File & Serve deposits. Run daily revenue deposit for both locations through courts systems and through the Judiciary accounting system known as GEARS to the Department of Budget and Finance at the AOC.

Enter and track walkouts, deferred payments, bad checks into the MDEC financial groups. Process, link, and mail all delinquent notices.

Review final delinquent notices file and forwarding task to Judge when necessary for further ruling on collection process; update the financial groups per Judge?s order.

Close and manage Commissioner?s tills/deposits. Track all cash bonds, receipts (DCA-1), and transmittals. Verify all work is received and bond payment are on cases. Track all out-of-county cash bonds received in Anne Arundel County and create the necessary forms to have checks processed and forward.

Maintain, verify, and reconcile Escrow Funds and Cash Bonds.  Review monthly report for disbursement of funds.

Maintain Inventory and distribute Commissioner receipt books, deposit slips, bank bags, vital checks, and pre-numbered forms.

Provide interpretation and guidance to fellow employees, headquarters, related agencies, attorneys, and the public on fiscal operations. Assist and perform other related Accounting Office duties as requested by Supervisor.

Minimum Qualifications:

Education:     High school diploma (or GED equivalent).

Experience:   Two (2) years of fiscal or accounting work experience.

Note:

A Bachelor's Degree may substitute the required work experience.

A Paralegal/Associates Degree or 60 college credits may substitute the required work experience.

A Paralegal Certificate may substitute one (1) year of the required work experience.

Knowledge:

Generally Accepted Accounting Principles (GAAP) or Governmental Accounting and Financial Reporting Standards (GASB).

Principles and practices of bookkeeping and accounting in order to review, verify, record, adjust, and balance financial transactions.

Office equipment including, but not limited to, computers, telephones, copiers, scanners, fax machines, etc.

Skill in:

Managing priorities to meet critical deadlines while multitasking.

Basic English and arithmetic to include, but not limited to, spelling, punctuation, addition, subtraction, multiplication, and division.

Accuracy and attention to detail.

Analyzing records, reports, and other business and financial documents and noting details and facts pertinent to the audit assignment.

Organization and time management.

Utilizing Microsoft Office products to include, but not limited to, Excel, Word, PowerPoint, Outlook, etc.

Ability to:

Acquire knowledge of Maryland Judiciary procedures, rules, practices, regulations, and jurisdictional courts.

Learn and apply job-related terminology, policies, procedures, regulations, and laws to define problems, collect data, establish facts, record data, appropriately complete forms, and provide information to customers.

Perform a full range of basic accounting procedures.

Interpret, apply, and follow a variety of written and verbal instructions.

Establish and maintain effective working relationships with other employees, superiors, and/or the general public.

Use and understand office and business equipment including, but not limited to, personal computers, word processing, spreadsheets, database software, copier, microfilm machine, register, scanner, fax machine, etc.

Maintain accurate records and files.

Physical Requirements:

Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

Equipment, Machinery and Tools:

Personal computer with dual screens and mouse to enter all financial transactions in detail and control records. 

Calculator to add totals entered, into the ledger. 

Scanner to attach documents into cases or emails.

Fax/Copy/printer to make copies of paperwork/fax/scan documents. 

Postage machine to order postage for outgoing mail. 

Telephone-to make outgoing and accept incoming calls. 

Other standard office equipment

Software and Computer Skills:

Personal computer with Microsoft Office package (proficiency with Excel, Outlook and Word required),

Odyssey-MDEC (houses Case Management and Financial Manager), 

PeopleSoft/Oracle (GEARS Judiciary Accounting System and CONNECT- Judiciary Payroll system).
