Essential Job Functions:  

The Senior Supervisor, Court Operations is responsible for the supervision of employees assigned to the Land Records and License departments, including the Mail Room and Information Desk in Anne Arundel County Circuit Court. The incumbent assigns, directs, coordinates and evaluates the work of subordinate clerical staff.

Oversees day to day operations with Land Records Department, License Department, Mail Room, and Information Desk. Plans, coordinates, supervises and evaluates the work of subordinate supervisors, lead workers, clerical and support staff. Trains, schedules, counsels, disciplines and evaluates subordinate staff. Serves as the department expert on procedural questions, providing interpretation and guidance to employees, other agencies, and the public particularly on difficult or unusual situations. Assign and distribute work to employees providing instruction when necessary. Assist staff with questions, problems and research. Hold departmental staff meetings outlining office policy, new procedures and promoting communication among the staff. Maintain time and attendance records and sign time sheets.  Coordination of multifunctional department with the manager. Member of interview panel for hiring of new employees. Provides feedback to HR Associate and Hiring Manager. Conduct formal annual performance reviews. Reconcile various system reports with cash register reports. Serves on committees to evaluate and recommend changes to policy, procedures, work rules, and systems.

Performs civil marriage ceremonies. Prepares and issues various business licenses, marriage applications and licenses, notary and special police commissions by calculating appropriate fees and ensuring proper taxes are paid by researching, typing proper form and collecting fees. Process electronically submitted land records instruments and business licenses. Image and index land record instruments and miscellaneous liens by using a scanner, keyboard and proofreading indexed entries.  Calculate fees and taxes using schedule of fees and making arithmetic computations. Assists the public and attorneys by providing information about land records/license and the procedures of the Clerk?s office by telephone and at the counter. Process tax liens submitted by attorneys and Governmental agencies using File and Serve Cross reference File and Serve liens into Odyssey. Inform attorneys and agencies of any deficiencies.

Minimum Qualifications:

Education:     High school diploma (or GED equivalent).

Experience:  Five (5) years of work experience in court operations in a trial or appellate court in the United States, or in the fields of criminal justice, parole and probation, or legal or financial services, to include three (3) years of the aforementioned court experience.

The required experience also must include two (2) years of supervisory experience (or a combination of one (1) year of supervisory experience, plus one (1) year of lead experience specifically within court operations).

Note:

A Bachelor?s degree may be substituted for two (2) years of the non-court work experience.

A Paralegal/Associate Degree or 60 college credits may be substituted for two (2) years of the required non-court work experience.

A Paralegal Certificate may be substituted for one (1) year of non-court work experience.

Knowledge of:

General office practices, procedures, and equipment. 

Maryland court forms, practices, procedures, protocols, systems, and equipment required to support the specialized work of the assigned unit. 

Customer service etiquette. 

Job related terminology, codes, comments, notations, orders, policies, procedures, rules, regulations, and laws.

Physical Requirements:

Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
