Essential Job Functions:  

This position is responsible for providing oversight and support to staff assigned to the License department, Information Desk, and Mail Room. Directs, coordinates, and evaluates the work of subordinate staff and performs complex clerical functions. Plans, coordinates, supervises, and evaluates the work of subordinate clerical and support staff.

Assigns and distributes work to each employee daily, providing instruction when necessary. 

Assists supervisor with departmental staff meetings outlining office policy, new procedures and promoting communication among the staff. Participates in interview panel for hiring new employees. Provides feedback to HR Associate and Hiring Manager.

Maintains time and attendance records and approves timesheets. Schedules, counsels, disciplines and evaluates subordinate staff. Trains staff on department procedures and practices, automated systems, filing, and office equipment.

Recommends modifications to procedures and systems to improve processing time, accuracy, and efficiency. Provides summary data to supervisor for inclusion in management reports.

Reconciles various system reports with cash register reports in the absence of the supervisor. Performs supervisory functions on cash register system.   

Serves on the task forces to evaluate and recommend changes to policy, procedures, work rules and systems.

Performs civil marriage ceremonies. Prepares and issues various business licenses, marriage applications and licenses, notary and special police commissions by calculating appropriate fees, ensuring proper taxes are paid by researching, typing proper form and collecting fees. 

Calculates fees and taxes using schedule of fees and making arithmetic computations. 

Assists the public and attorneys by providing information about license and the procedures of the Clerk?s office by telephone and at the counter.  Provides support to Land Records department as needed.

Processes electronic pleadings submitted by attorneys and self-represented litigants using File & Serve. Cross references File & Serve pleadings into Odyssey.

Informs litigants and attorneys of any deficiencies. Converts criminal and civil cases from paper format to electronic format using Odyssey Navigator.

Prepares criminal and civil cases for hearing using Odyssey Navigator and File & Serve. Processes civil cases for abandoned property evaluation. Performs related work as required.

Minimum Qualifications:

Education:     High school diploma (or GED equivalent).

Experience:   Three (3) years of work experience in court operations in a trial or appellate court in the United States, or in the fields of criminal justice, parole and probation, or legal or financial services, to include two (2) years of the aforementioned court experience.

Note:

A Bachelor?s degree may be substituted for two (2) years of the required work experience.

A Paralegal/Associate degree or 60 college credits may be substituted for two (2) years of non-court work experience.

A Paralegal Certificate may be substituted for one (1) year of non-court work experience.

Knowledge of:

General office practices, procedures, and equipment. 

Maryland court forms, practices, procedures, protocols, systems, and equipment required to support the specialized work of the assigned unit. 

Customer service etiquette. 

Job related terminology, codes, comments, notations, orders, policies, procedures, rules, regulations, and laws.

Skill in:

Basic English and math, to include, but not be limited to, grammar, spelling, punctuation, addition, subtraction, multiplication, and division. 

Customer service and handling problems tactfully and patiently. 

Analyzing records, reports, and other business documents and noting details and facts pertinent to the assignment. 

Usage of standard office equipment, computer equipment, and computer applications. 

Communicating information effectively, both orally and in writing. 

Accuracy and attention to detail.

Ability to:

Assign, organize, coordinate, and evaluate the work of staff.

Multitask, adjust to situations quickly, set priorities, and handle pressure in a fast-paced environment.

Use standard office and business equipment and products including, but not limited to, personal computers, word processing programs, spreadsheets, database software, copier, microfilm machine, cash register, scanner, fax machine, etc.

Recommend modifications to improve procedures and practices.

Tactfully and impartially interact with attorneys, judges, other agencies and the public often under stressful circumstances.

Reference and if necessary, cite the MD Annotated Code, MD Rules and Attorney Generals Opinions.

Write routine reports, memos and correspondence.

Calculate figures and amounts such as discounts, interest, commissions, proportions and percentages.

Read and interpret documents and procedure manuals.

Set priorities and simultaneously process multiple duties and responsibilities.

Physical Requirements:

Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
