Main Purpose:  

The primary purpose of the position is to review the record developed in the lower court, the briefs filed by appellant litigants, conduct legal research, and write memoranda for the appellate panel regarding assigned cases on appeal to the Appellate Court of Maryland. The position involves substantial legal research, analysis, and writing; requires the ability to work independently.

 

Essential Duties and Responsibilities:

For each assigned case, review the Circuit Court record and the briefs filed in the Appellate Court by the parties.

Conduct legal research on issues raised by the parties to the appeal and on any other issues relevant to the disposition. 

Draft memoranda for the appellate panel summarizing the relevant facts and analyzing the issues on appeal and any other legal issues necessary for the panel to reach a decision. 

Other duties as assigned, such as reviewing complex motions, screening cases, reviewing applications for leave to appeal and drafting memoranda related thereto.

 

Minimum Qualifications:

Education: Juris Doctorate and a member in good standing of the Maryland Bar.

Experience: Two (2) years legal work experience to include legal research, analysis, and writing.

Preferred: Prior appellate experience, judicial clerkship, or other related experience.

 

Knowledge, Skills, and Abilities:

Knowledge of:

Maryland legal resources (statutes, rules, regulations, case law) and the appellate process sufficient to prepare memoranda for a panel of the Appellate Court for use in rendering a disposition of the appeal. 

Skill in:

Utilizing word processing programs (e.g. Word) to draft memoranda and proposed orders for judges and appellate panels. Use of legal research tools (e.g. Lexis/Westlaw and library resources) to conduct legal research on issues presented for resolution on appeal.  Citation formatting using standard citation references (e.g. Bluebook). Independently write concise and clear legal analysis with grammatical precision.

Ability to:

Recognize and summarize facts relevant to the issue(s) on appeal; analyze legal issues in relation to the facts of a particular case; conduct legal research; work independently with minimal supervision.

Essential Job Functions:   

This position is full performance level, paraprofessional accounting work. Employees in this classification are responsible for performing all accounting functions for the assigned court facility. The incumbent is responsible for reviewing and verifying the work of primary and secondary cashiers for recording processing and forwarding files to the Judiciary Accounting System. This position reviews, enters, reconciles, and maintains financial transactions for multiple locations in the assigned court facility.  Researches and resolves discrepancies in control accounts during reconciliations. Provides information to Judges, Supervisors, Clerks, attorneys and defendants regarding payment and refund information both by telephone and mail.

Review and verify daily cashier transactions and paperwork received is in order. Manage cashier deposits and File & Serve deposits. Run daily revenue deposit for both locations through courts systems and through the Judiciary accounting system known as GEARS to the Department of Budget and Finance at the AOC.

Enter and track walkouts, deferred payments, bad checks into the MDEC financial groups. Process, link, and mail all delinquent notices.

Review final delinquent notices file and forwarding task to Judge when necessary for further ruling on collection process; update the financial groups per Judge?s order.

Close and manage Commissioner?s tills/deposits. Track all cash bonds, receipts (DCA-1), and transmittals. Verify all work is received and bond payment are on cases. Track all out-of-county cash bonds received in Anne Arundel County and create the necessary forms to have checks processed and forward.

Maintain, verify, and reconcile Escrow Funds and Cash Bonds.  Review monthly report for disbursement of funds.

Maintain Inventory and distribute Commissioner receipt books, deposit slips, bank bags, vital checks, and pre-numbered forms.

Provide interpretation and guidance to fellow employees, headquarters, related agencies, attorneys, and the public on fiscal operations. Assist and perform other related Accounting Office duties as requested by Supervisor.

Minimum Qualifications:

Education:     High school diploma (or GED equivalent).

Experience:   Two (2) years of fiscal or accounting work experience.

Essential Job Functions:  

The Administrative Aide provides comprehensive administrative support to the Administrative Judge for District# 2 which includes Dorchester, Somerset, Wicomico and Worcester County District Court locations. Typically oversees all administrative operations for an Administrative Judge or several Associate Judges. Reviews and prioritizes all incoming correspondence and coordinates responses. Frequently interacts with high-ranking officials. Compiles data, conducts research, and drafts reports. Requires knowledge of judicial system, court operations, and legal documents and procedures. May lead and/or supervise other support positions.

Essential Duties and Responsibilities:

Performs supervisory functions such as delegation of duties; training staff; disciplinary

actions; and approving/denying timesheets and absence requests in CONNECT. Reviews

work periodically. Prepares performance evaluations for direct reports.

Maintains and disseminates the monthly judges' calendar. Submits visiting Senior Judge requests to District Court Headquarters monthly and as needed. Prepares and sends welcome letters to visiting senior judges. Notifies appropriate court personnel of schedule changes and courtroom docket adjustments. Prepares bi-weekly and monthly reports. Prepares Private Home Detention Report. Schedules hearings for violation of probation, sentencing, remands from Circuit Court, sub curia cases, modifications of sentence and final dispositions. Assists with mental health competency docket processing. Prepares orders and memos at the Judge's request.

Contacts various agencies to issue and recall warrants, Writs of Habeas Corpus; and issues

releases as instructed by the judge. Interacts with stakeholders and justice partners to obtain and process information at the Judge's request.

Receives, moves, and updates tasks in MDEC as required. Enters judicial dispositions in

Odyssey. Research case history and scans old files into Odyssey as required.

Answers, screens, and routes telephone calls to appropriate judge and assists/directs callers with inquiries regarding policies and procedures.

Assists Senior Judges in preparing expense reports and other general office duties.

Coordinates newly appointed judge investitures.

Provides support to Administrative Clerk in regard to HR functions.

Orders and maintains office supplies. Fill in, when needed, in other court locations within

the county to provide secretarial support. Any other duties as assigned.

Minimum Qualifications:

Education:

High school diploma (or GED equivalent).

Experience:

Five (5) years of performing administrative or secretarial work in an Administrative, Executive, or

Senior Management work environment.

Knowledge, Skills, and Abilities:

Knowledge of:

Legal terminology and court procedures.

General office practices, procedures, and equipment

Basic English and arithmetic to include, but not limited to, spelling, punctuation, addition, subtraction,

multiplication, and division.

Judicial policies, procedures, and forms.

Physical Requirements:

Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

District Court Commissioners are judicial officers whose primary function includes reviewing Applications for Statement of Charges by the public and police for the filing of criminal charges in the District Court. A Criminal Summons or an Arrest Warrant may be issued based upon a finding of probable cause in the Application for Statement of Charges. A District Court Commissioner performs the following duties but are not limited to: determining probable cause for charges on police on-view arrests of persons and thereafter determining pre-trial release for those arrested persons and accepting Bail Bond moneys and other forms of surety to secure the release of an incarcerated individual. When the Circuit and District Courts are closed, District Court Commissioners also serve in the capacity of the consideration of civil petitions for interim Peace Orders and interim Protective Orders. 

 

District Court Commissioners are often the first impression of the court for the public and for those having business with the court system in Maryland. According to Courts and Judicial Proceedings 2-607 [c](3) "There shall be in each county, at all times, one or more commissioners available for the convenience of the public and police in obtaining charging documents, warrants, or criminal summonses and to advise arrested persons of their rights as required by law." Courts and Judicial Proceedings 2-607 outlines the scope, title, and duties of the District Court Commissioner.

 

Education: Bachelors degree from an accredited college or university.

Main Purpose:  

This position performs clerical work and provides service to customers in the Licensing department in English and Spanish. The Licensing Clerk issues marriage license applications, performs civil marriage ceremonies, issues business licenses, swears in public notaries/special communications appointed by the governor of Maryland, records foreign marriages and military discharges for the Montgomery County Circuit Court. The incumbent provides customer service to the public on issues related to the Clerk?s Office.  Performs other duties as needed outside of assigned responsibilities to support the court?s goals and aid in the improvement and success of the court.

 

Essential Duties and Responsibilities:

Business Licenses: Collect information from customers in English and Spanish, type proper forms, obtain approval from County Assessment/Treasury office, calculate and collect fees, verify municipality codes, issue new and renewal licenses and file.

Marriage Licenses: Collect information from customers in English and Spanish and issue oath, verify identification and current marital status, give information on usage of license and set appointments for ceremonies if necessary. Collect proper fees.

Civil/Marriage Ceremony: Perform marriage ceremonies in English and Spanish by appointment. Ensure that both parties sign Marriage Docket. Collect proper fees.

Certified Copies: Issue certified copies of marriage licenses and assist the public in obtaining marriage license records. Collect proper fees.

Swear in notary publics and special police commissions in English and Spanish. Ensure that they sign test book and enter information in computer. Collect proper fees from notary publics.

Authenticate notary signatures by verifying status of notary and issuing authentication certificate. Collect proper fees.

File and record foreign marriages. Verify citizenship of one party and that document is original with proper seal and translation. Enter information in computer and issue certified copies. Collect proper fees.

Answer telephone and provide information on license department procedures and other state agencies in English and Spanish.

Operate cash register, ensure proper charge codes are used, accept credit cards. Close cash register and end of day and reconcile all funds collected. Ensure that all necessary documentation is submitted.

 

Minimum Qualifications:

Education: High school diploma (or GED equivalent).

Experience: One (1) year of general clerical experience.

Preferred: Knowledge of E-License and Marriage in Maryland (MIM) program.

 

Note: 

A Bachelors Degree may substitute the required work experience. 

A Paralegal/Associates Degree or 60 college credits may substitute the required work experience.

Main Purpose of Role:

The Web Content and Accessibility Specialist will serve as the digital accessibility expert for the Judiciary and will be responsible for ensuring all website content and files created by the Judiciary are accessible to all users and follow Section 508 and Web Content Accessibility Guidelines (WCAG). 

 

The Web Content and Accessibility Specialist will report to the Web Services Manager and analyze web content for accessibility, recommend changes to make content accessible and remediate accessibility issues. This position will assist content owners with remediation of documents to meet WCAG standards and will serve as the primary contact for assistance and support for web-related accessibility concerns. 

 

This position will also provide regular support when necessary for the Judiciary's external and internal websites and play a crucial role in enhancing user experience while ensuring compliance with accessibility standards.

 

The Web Content and Accessibility Specialist will also assist the Web Services team on various web projects to include, but not limited to, web page creation, design, and user experience (UX) development. 

 

The Web Content and Accessibility Specialist will also serve on related workgroups and act as the primary liaison to the local courts for website accessibility-related duties, training, and consultation.

 

Essential Duties and Responsibilities:

Provides guidance and assistance for assuring all web content is accessible by all populations. Oversees and remediates documents that are posted on the website to be accessible. 

Conducts in-depth testing of Judiciary website pages, documents, and videos for accessibility compliance with Section 508 and WCAG criteria.

Provides support and technical assistance to content owners using the Judiciary's PDF accessibility software and web content quality assurance system. 

Assist with various web projects such as content creation, design, and user experience (UX) development for both the internet and intranet sites.

Acts as the primary liaison and communicator with local courts to support and maintain accessible content on the website.

Coordinates with content owners to update and create new pages and content.

Education: Bachelor's Degree from an accredited College or University.

 

Experience: Three (3) years of professional web experience, which must have included working with a content management system; website page design and content management; experience with Web Content Accessibility Guidelines (WCAG), accessibility standards and guidelines, accessibility audit and quality assurance tools and processes.

Essential Job Functions:  

Ensure accurate records of Court proceedings are docketed daily.

Process all documents relating to in and out of Courtroom proceedings.

Act as a liaison between the Judges, attorneys, other state officials and the public.

Assist in the jury selection process, handle exhibits, administer appropriate oaths, swear in and impanel jurors.

Assist in the training of Judges, Judicial Law Clerks and Judicial Assistants.

Essential Duties and Responsibilities:

Work for a Judge in open Court proceedings.

Process incarceration and release forms as appropriate.

Docket open Court proceedings in all cases heard before the Court.

Draft and commit Civil judgments (including Criminal restitutions).

Proofread docket entries for errors after completion.

Dispose of cases when appropriate.

Conclude / postpone / vacate the calendar of events

Collect, mark, and maintain exhibits / evidence during trial, and ensure evidence is properly maintained or returned after trial.

Administer appropriate oaths during Court proceedings.

Complete ?in-court? documents (evidence log, witness list, etc.)

Generate Case Summaries for cases if / when needed.

Prepare the necessary documents for Criminal cases.

Make sure all pleadings are scanned.

Ensure all files are scanned or are available for the Judge to review prior to trial.

Take roll call.

Administer appropriate oaths.

Record juror answers to voir dire questions.

Record strikes for cause, as well as peremptory challenges.

Impanel the jury.

Complete appropriate documents for the Jury Commissioner.

Minimum Qualifications:

Education:

High School (or GED equivalent).

Experience:

Two (2) years of work experience, to include one (1) year in court operations or in the fields of criminal justice, parole and probation, legal or financial services.

Note:

A Bachelor?s Degree may substitute the required work experience.

A Paralegal/Associates Degree or 60 college credits may substitute the required work experience.

A Paralegal Certificate may substitute the required work experience.

Physical Requirements:

Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
