Position: Manager of Program Management

Location: Williamsport, PA


About the Role: The Manager of Program Management will identify and facilitate organic growth opportunities and maintain an understanding of the business pipeline and customer forecasts. The MPM will lead and support high-visibility customer engagement activities including internal business reviews, customer program reviews, new program pursuits, and bid & proposal activities. The MPM will direct all phases of programs from inception through completion and post-delivery support. This will be done through the application and continuous improvement of PM processes, including quoting, proposal writing, contract reviews and management, schedule oversight and reporting, and action item tracking and management. The MPM is expected to influence, partner, and collaborate with Operations (Manufacturing, Supply Chain, etc.), Engineering, Quality, and Finance to ensure program needs are understood and meet plans and customer commitments. The MPM is responsible for the overall site-level customer satisfaction, program profitability, schedule performance, action item planning, and execution, as well as contractual risk management.


The MPM directly manages all personnel within the site-level PM organization. The MPM reports directly to the Director of Program Management for the Aerospace & Defense Segment of Spartronics and has a matrixed reporting relationship to the Site Director. What a typical day looks like:

  • Lead the assigned PM staff for the site-level customers and programs
  • Establish employee goals, mentor, train, and improve the overall PM services
  • Hire, train, and be a motivating mentor to the PM staff and cross-functional team
  • Own and continuously improve site-level PM and quoting processes and procedures
  • Partner with Site Leaders, Operations, Manufacturing, Supply Chain, Engineering, Quality, and Production Control to ensure priorities, issues, and actions are resolved in a timely manner
  • Foster highly effective customer relationships and deliver exceptional customer satisfaction
  • Own the Annual Operating Plan for customers and programs
  • Support and provide input to customer Bid and proposal activities including on-time and accurate submission, as well as internal reviews for strategic opportunities with Executive Staff prior to submission
  • Review and approve bids & proposals including Certified Cost and Price Data, when applicable
  • Lead large, strategic, complex program pursuits and negotiations for new awards
  • Maintain a site-level opportunities pipeline, identifying customer and program growth potential
  • Provide customer escalation support for customer complaints, quality, delivery, service, and proposal requests, as well as oversee successful Customer Improvement Plans
  • Maintain, approve, and improve customer Long Term Agreements, minimizing financial and operational risk
  • Lead & support customer business and program reviews with preparation and execution
  • Lead & support PM review processes for internal reviews of program health, financial, delivery, quality, technical, and risk management
  • Lead & support Voice of the Customer internal reviews, ensuring understanding and action regarding customer satisfaction and supplier scorecard/ratings
  • Lead excess / aging inventory processes and action to ensure effective working capital
  • Manage and facilitate customer account analysis for profitability analysis, invoicing, purchase price variance, tariffs, deposits, etc., in partnership with the Finance organization
Requirements:

The experience we're looking for to add to the team:


Education

  • BA/BS in business, technical, or related field
  • 5+ years of program management (preferably in PCB contract management) experience
  • 5+ years of people management experience

Knowledge, Skills, & Abilities

  • Demonstrated analytical problem solver with strong computer skills
  • Strong negotiation, interpersonal & communication skills
  • Extensive experience and judgment to plan and accomplish goals
  • Demonstrated leadership capabilities
  • Excellent oral, written, and presentation skills
  • Understanding of the Defense acquisition and budget process
  • Advanced skills in MS Office applications, including Word, Excel, PowerPoint, Outlook
  • Strong financial acumen related to quoting and profitability analysis
  • Ability to effectively communicate in all forms with others inside and outside the organization
  • Ability to work with a high level of accuracy and attention to detail to produce quality results
  • Ability to multi-task effectively and adapt within a rapidly changing environment
  • Ability to conceptualize and understand technical reports, data, and drawings, etc.
  • Desire to work in a fast-paced environment and lead cross-functional teams
  • Confident decision-maker and results-oriented
