Overview:

GovCIO is currently hiring for BI Program Lead to oversee, operate, and enhance our federal customer’s BI domain. This position is critical for providing analytics insights from the workload planning, task assignments, Momentum financials, and government timecard systems, among others. From here, data is visualized using Pentaho and PowerBI to provide dynamic dashboards to the C-Suite of the organization.

 

Th office supported by this position is be located in Washington, DC and will be Hybrid/remote position. At least Quarterly on-site meetings and development activities will strengthen the domain awareness and relationships required for this key leadership position.

 

Provides strategic guidance and technical direction for the successful planning, design, development, implementation and operations of solutions that help organizations to better manage and leverage their data assets.

Responsibilities:

Analyzes existing data and analytics environments and develops roadmaps and implementation plans to transition to more productive and business focused data driven solutions. May recommend data analytics strategies including enterprise data warehousing, master data management, data quality, data governance, Big Data, business intelligence, visualization. Leads the conceptual design of enterprise data warehouse environments including the flow of data, data models and integration of data marts. Works with high level customer stakeholders to drive direction of data management solutions.

  • Develops data warehouse (DW) and business intelligence (BI) roadmaps and implementation plans in accordance with business priorities and information needs.
  • May recommend tools and technologies to support DW/BI solutions.
  • May recommend architecture for developing enterprise DW incorporating approaches for data sharing, data mart integration, data flow, ETL, and reporting and analytics.
  • Guides the technical direction for the design and supports development of dimensional data models, ETL, BI Metadata, BI dashboards and reports, and visualization.
  • May provide guidance for enterprise initiatives for data governance, metadata, data stewardship, data quality, master data management.
  • May research and recommend new tools and techniques for data analytics solutions including incorporation of Big Data and real-time analytics and data discovery concepts.
  • Software development practices and management, leading diverse development teams using diverse technologies
  • System architecture, virtualization and cloud computing technologies
  • Encryption, PKI, RSA, Active Directory and NIST computer security guidelines and best practices
  • Java programming, Java Enterprise Edition and open source Java libraries and frameworks including servlet/web application and portlet JSRs, Spring and Hibernate

 

Qualifications:

Required Skills:

Bachelor's with 12+ years (or commensurate experience)

  • Clearance Required: Public Trust
  • Must be a US Citizen or have a Greencard
  • Experience with web application development using JavaScript libraries and frameworks such as AngularJS and ReactJS.
  • Database technologies and database server internals, SQL programming in ANSI and Oracle SQL. PostGres a plus.
  • Data integration architecture and development. 

Preferred Skills:

  • Experience with OpenShift
  • Full text indexing and searching technologies such as Lucene and ElasticSearch, tuning indexing and searching for search relevancy and accuracy; using data mining and machine learning tools and algorithms.
  • Architecting, customizing, deploying and performance tuning Pentaho BI servers and Pentaho reporting and analysis components, including embedding Pentaho analytics in custom web applications. 
  • Data analytics and information visualization, expertise in using modern JavaScript libraries such as d3.js to create scalable interactive information visualization
  • Data integration architecture and development using COTS product, expert knowledge in using Pentaho Data Integration in particular.

Posted Pay Range

 

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range: USD $125,000.00 - USD $185,000.00 /Yr.
