Overview

Cobb EMC has an exciting opportunity for a Supervisor, Real Time Systems to support and coordinate the design, installation, and maintenance of Real-Time systems, Relay Controls, System protection schemes and computer networks that support electric distribution communication systems and operational technologies.

Schedule: 4/10 hour shifts per week OR 5/8 hour shifts per week (dependent on candidate preference)

Responsibilities

What you will be doing:

Power Quality Audits

  • Ensure Power Quality Engineer investigates, analyzes and performs power quality audits at member locations.
  • Review data from equipment and detailed reports of power quality audits.
Real-Time Systems
  • Manages effective programing, troubleshooting and maintenance of network related equipment used for SCADA, AMI and Video surveillance systems.
  • Coordinate SCADA system and Video-Wall upgrades.
  • Provide technical support to optimize the performance of Real-Time systems and Operational Technologies.
  • Assist in developing interfaces among disparate systems such as GIS and DMS, AMI, OMS and SCADA.
  • Act as lead on associated network and Real-Time systems projects.
  • Provide hands-on technical training to peer groups.

System Protection and Coordination

  • Ensure effective programming of system protection relays, automation controllers, and regulator panels.
  • Provide technical expertise in troubleshooting device coordination issues.
  • Collaborate with protection engineer to implement system protection schemes.

Cyber Security & Critical Infrastructure Protection

  • Ensure effective configuration of password management devices in the substations to ensure best practices applied for cyber-security and CIP requirements.
  • Ensure the latest firmware for the relays and other electronic devices is up to date.
  • Collaborate training programs for Relay, Regulator panels and data collectors.
  • Provide training about the sequence of operations on devices, switches and reclosers.
Fiber Optics Communication System
  • Design, program, troubleshoot and maintain all network related components of the fiber optics cable system.
  • Implement and maintain Fiber Tracking software solution.
  • Coordinate to ensure the most reliable SCADA communications possible.
  • Diagnose and implement solutions to fiber network problems (software and hardware).
  • Make recommendations for improvements to the fiber optic network design and installation.
  • Develop procedures to document the installation of fiber optic cable including splice drawings, cable locations, network equipment and other necessary items to ensure quick and safe troubleshooting and repair of the system.
  • Maintain inventory of network hardware and supplies.
Budget
  • Assist in preparing annual budget.
  • Monitor actual expenditures and reduce controllable costs.

Supervision

  • Manage all aspects of employment for subordinate staff, including hiring, promotion, training, and termination.
  • Coach and direct learning through direct involvement and reinforcement.
  • Monitor performance and conduct performance planning and review sessions.
  • Ensure fair and consistent treatment of departmental employees.

Qualifications

Minimum Requirements:

Bachelor’s Degree Electrical Engineering or Information Technology, or in Computer Science.

Minimum ten years’ experience implementing and supporting Real-Time systems (SCADA, AMI and OMS).

Experience in administering SCADA and Distribution Network Protocol (DNP)-servers.

Previous experience in administering SCADA, OMS, CIS and AMI integrations.

Demonstrated knowledge of Distribution Management System (DMS) functionality and connectivity model.

Working knowledge of relay programming and data collectors such as RTACs.

Working knowledge of networks LAN/WAN data transmission concepts serving an enterprise class personal computer and server network environment.

Demonstrated knowledge and skill in the installation/configuration of network switches, routers, firewalls and authentication systems.

Experience with utility scale fiber optic systems.

SKILLS:

  • Demonstrated ability to support Real-Time systems.
  • Ability to resolve DNPNet and PCI communications issues.
  • Ability to resolve system protection and coordination issue.s
  • Ability to monitor performance of Real Time Database Management systems.
  • Excellent analytical skills to resolve SCADA, AMI and GIS interface issues.
  • Ability to analyze, isolate, and resolve LAN/WAN issues using industry standard troubleshooting techniques and diagnostic test equipment while effectively articulating problems and solutions.
  • Effective oral and written communication skills.
  • Ability to work off hours/shifts as needed/required.
  • Previous experience with SCADA and DMS Systems.
  • Knowledge of GIS, SCADA, OMS and AMI systems.
  • Previous utility industry experience in the design and installation of a large-scale layer 3 fiber optics system.
  • Previous experience with RuggedCom and Brocade equipment.
  • Previous experience in designing IP schemes for SCADA devices in conjunction with SCADA master.
  • Knowledge about Fiber Tracking software tools.
  • Obtain access only Integrated Transmission System (ITS) certification within one year of hire.
