Under the guidance of the Grants & Contracts Manager and the Chief of Party and Deputy Chief of Party, the Grants & Contracts Officer will be responsible for administering grants and procurements, reviewing documentation requirements, and providing monitoring and oversight of grants to track deliverables and results. The Officer will work closely with the Grants & Contracts Manager to ensure compliance with all IREX, USAID, and Georgian government requirements.?????

The Grants & Contracts Officer is an in-person part-time position in Tbilisi, Georgia.

Your Background & Skills

  • Bachelor’s Degree in a relevant field.
  • Minimum of 3+ years of relevant experience in financial and compliance management, preferably with USAID programs, grants/contracts with similar scope in Georgia.?
  • Very good command of English and Georgian languages is required.
  • Master’s degree in Accounting, Finance, Business, Economics, or related discipline preferred.??
  • Demonstrated experience in working on and managing USAID partners strongly preferred.?
  • Demonstrated ability to track and manage partner budgets and alignment with donor regulations.?
  • Ability to follow oral and written instructions.?
  • Ability to read and interpret regulations and procedures and clearly communicate them to others.?
  • Ability to work independently and as a team member, take initiative, meet deadlines, and maintain flexibility; Ability to make decisions and solve problems under pressure.?
  • Positive attitude and willingness to support and assist colleagues.?
  • Good command of the ADS 303 and 302, 2 CFR 200 and 700, and 22 CFR 226 and familiarity with System for Award Management (SAM) database desirable.???
  • Proven organizational skills and the ability to manage multiple tasks with a high degree of accuracy and attention to detail, including the ability to prioritize.??
  • Demonstrated proficiency with Microsoft Office (Outlook, Word, PowerPoint, and Excel).?
  • Demonstrated experience and understanding of federal award administration regulations.?
  • Effective oral and written communication skills.??
  • Fluency and comfort (both oral and written) in English is required.??
  • You must have unrestricted authorization to work in Georgia.

Your Daily Tasks

  • Work closely with the Grants and Contracts Manager to ensure effective day-to-day management of sub awardees and contractors in the USAID Media Program.?
  • Provide administrative support relating to grants and contracts including executing pre-award assessments, drafting approval requests, monitoring deliverables and ensuring deadlines are met, reviewing invoices for payments, and preparing closeout documentation. Ensure that files are complete and in line with policies.?
  • Supports the Manager in monitoring compliance, deliverables, deadlines, and any other agreement requirements to the donor or home office.???
  • Support the technical team in all aspects of grants and contracts management to ensure timely and accurate completion of deliverables.?
  • Assist in all partner proposals, quotations or applications, analysis of cost and price factors, and negotiations, as needed.?
  • Provide guidance and support to USAID Media Program in Georgia contractors, including for budget review, subaward and contract formation, and guidance on applicable rules and regulations.
  • Support the technical team in all aspects of grants and contracts management to ensure timely and accurate completion of deliverables.?
  • In coordination with the Finance and Administration Officer, and program staff, review grants’ interim and final financial reports, along with back-up financial documentation, for authenticity and compliance with agreement requirements.??
  • Input grant and contract related financial data into USAID and IREX databases as requested.??
  • Supports in the proper filing of grantee and contractor documentation to ensure audit readiness. Contribute to the activity’s reporting, knowledge management and information sharing.?
  • Establish and maintain productive and collaborative working relationships with partners, grantees, and program stakeholders.?
  • Facilitate communication and monitoring activities between grants/contracts, finance, and program staff, as needed.?
  • Support the Grants and Contracts Manager to deliver timely, compliant, and efficient start-up, implementation, and closeout of all USAID Media Program grants and contracts activities.?
  • Administer day-to-day budget, grants and contracts, and compliance activities consistent with IREX and donor policies and procedures.?
  • Deliver operational tasks of the program including grants and contracts processing, reporting, human resources, financial management and accounting, procurement, compliance, administration, and logistics.???
  • Ensure that the award, management, and closing of grants and subcontracts meet all IREX and USAID requirements.?
  • Conduct due diligence reviews including reviews of partners and audits (where available); complete IREX’s due diligence form, and conduct required vetting.??
  • Identify compliance gaps and recommend solutions including areas such as internal policies and procedures.?
  • Prepare and request payments to grantees and contractors according to IREX and USAID regulations.??
  • Travel to grantees and contractors within Georgia for grant and contract management and monitoring if requested.??
  • Contribute to the team’s effort by undertaking additional tasks and responsibilities as requested.?
  • Fluency and comfort (both oral and written) in English is required.???
