Description

MELE Associates, Inc. (MELE) maintains a contract with the National Nuclear Security Administration (NNSA) Office of Counterterrorism and Counterproliferation (NA-80) Nuclear Emergency Response Team (NEST). MELE requires an exceptional candidate to fill a Distance Learning Specialist role to support the NEST Program.

ESSENTIAL FUNCTIONS:

  • Creates compliant, engaging, visually-pleasing, content-rich, multimedia training courses/learning solutions with user-friendly interfaces and intuitive navigation using commercial course authoring and other web tools.
  • Uses established training analysis, design, development, implementation, and evaluation (ADDIE) methods to develop training courses/learning solutions.
  • Responsible for implementing, testing, and maintaining eLearning solutions that optimize student learning.
  • Demonstrates high level software skills in the applications such as Articulate StoryLine 3/360, Microsoft Office, and relevant Adobe Creative Suite.
  • Consults with the Curriculum Development team on the planning, use and development of self-paced stand-alone eLearning training modules.
  • Collaborates with all stakeholders to assure eLearning projects meet customer needs, regulatory drivers, and contractual requirements.
  • The Developer will perform coding for eLearning modules using HTML/CSS/JavaScript, or other web-based programming languages.
  • Works with minimal direct supervision to accomplish designated tasks.
  • Provides guidance in interpreting regulations and policies to ensure compliance.
  • The Developer will be responsible for troubleshooting software problems and providing solutions to overcome those problems using the latest technologies.
  • Assists eLearning Specialists on the team with additional duties, as needed.

MINIMUM REQUIREMENTS:

The ideal candidate will have advanced organizational and collaborative skills, a strong understanding of how people learn, the science of adult learning, a keen eye for design and aesthetics, and the creative and technical skills to produce effective engaging training products.

Instructional Design

  • Proven expertise in the design and development of online courses that are functional, informative, polished, and consistent with foundational instructional design/adult learning science principles, including the alignment of educational objectives with content, learning activities, and assessments.
  • Advance knowledge of adult learning theory in a virtual environment and performance-based eLearning techniques.

eLearning Design

  • Advanced expertise in designing media rich activities and knowledge assessments that include video, audio, infographics, and other engaging elements for adult learning.
  • State-of-the-art proficiency with common business, instructional design, eLearning, and Learning Management System software.
  • Demonstrated expertise with Articulate SL3/360 or equivalent, Microsoft Office, and Adobe Creative Suite.
  • Digital video and audio editing experience using Adobe Premier, After Effects and Audition
  • Experience with implementing courses in a LMS
  • Familiarity with configuring, importing, and exporting SCORM packages
  • Strong JavaScript, CSS, HTML experience
  • Experience with Blackboard, Coursera, and Absorb platforms
  • Utilization of web design tools (e.g., Photoshop, DreamWeaver, HTML, CSS, JavaScript)
  • Demonstrated experience developing and implementing content user experience and beta testing processes.
  • Demonstrated ability to research, evaluate and resolve technical issues pertaining to training content.

Communications and Customer Service

  • Expertise in professional communications and leading meetings with all levels of personnel, including external stakeholders and executive management, to provide high quality customer service.
  • Ability to transfer knowledge effectively to both technical and non-technical personnel.
  • Demonstrated effective skills with interpersonal, written, and verbal communications within a diverse audience.

Organizational Skills

  • Demonstrated excellence in managing multiple projects across multi-functional teams, expectations, and timelines, as it relates to eLearning instructional design and development.
  • Proven expertise in tracking and measuring program progression and prioritizing competing deadlines effectively.
  • Ability to handle multiple competing priorities in a complex, fast-paced operational environment.

Education, Experience and Clearance

  • Position requires a bachelor’s degree (master’s preferred) in a related field.
  • 6 years of related experience; or an equivalent combination of education and experience directly related to the position.
  • DOE Q Clearance or the ability to obtain a Q Clearance.

PREFERRED QUALIFICATIONS:

  • Expertise in video editing and production, audio recording, graphic design or motion graphics, animation, web development (HTML), and JavaScript.
  • Expertise with directing production of videos and photography.
  • Basic knowledge of Department of Energy (DOE) training, qualification, and readiness drivers and requirements as they pertain to nuclear incidents.
  • Knowledge of the American with Disabilities Act (ADA)/Section 508 compliance and how it pertains to accessibility of web content.

LOCATION: This is a full-time onsite position in Albuquerque, NM 87106, USA

SALARY: Salaries are determined based on several factors including external market data, internal equity, and the candidate’s related knowledge, skills, and abilities for the position.
