The Program Manager will oversee implementation of a program supporting civil society organizations to implement projects that promote resilience to manipulative information and media literacy, and strengthening the capacity of partner organizations through trainings and coaching. They will manage the local team working on this program.

Your Background & Skills

  • Bachelor’s Degree in a relevant field.
  • Minimum 7+ years of progressive job experience OR a master’s degree and 6 years of experience.
  • Experience working on projects to support civil society in Ukraine.
  • Proven track of working effectively with other implementers, media and civil society, high-level government counterparts, and other international partners.
  • Knowledge of trends related to manipulative information in Ukraine.
  • Experience managing grants is preferred.
  • Demonstrated experience with US Government (USG) compliance is preferred.
  • Experience developing and facilitating trainings is preferred.
  • Demonstrated technical knowledge related to effective civil society support and/or countering manipulative information.
  • Proven experience managing complex programs in a demanding, time-sensitive work environment.
  • Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project?objectives.??
  • Strong problem-solving skills and demonstrated flexibility to meet program outcomes.
  • Strong representational and organizational skills.
  • Speaking, reading, and writing proficiency in English and Ukrainian required.
  • Excellent cross-cultural and interpersonal communication skills.
  • Demonstrated computer skills, including Microsoft Office.
  • Self-motivated and result oriented.
  • Awareness on gender equality and inclusion approach.
  • You must have unrestricted authorization to work in Ukraine.

Your Daily Tasks

  • Manage the day-to-day implementation of program activities in Ukraine and associated staff.
  • Ensure program activities are implemented on schedule and within budget.
  • Coordinate with the DC-based team to implement program activities in Ukraine. This includes leading training and capacity building efforts for civil society partners—including trainings on media literacy, physical and digital security, gender equality and social inclusion, and psychosocial resilience--and organizing partner network activities and events.
  • Support the development of program knowledge products and program reporting.
  • Support program monitoring, evaluation, and learning (MEL) activities with support from designated MEL staff, including assessing partners’ capacity and facilitating learning and sharing meetings with partners.
  • Manage program Advisory Board and facilitate Advisory Board meetings.
  • Represent the program in Ukraine publicly and with external stakeholders and develop and maintain contacts with other donors, stakeholders, and organizations working in this space.
  • Oversee partner grants and project implementation and serve as the primary point of contact for grantees.
  • Ensure subgrants are compliant with donor and IREX regulations and local legislation, and oversee training and coaching for grantees on compliance
  • Ensure that IREX’s safety and security policies and procedures are applied to all program activities.
  • Maintain compliance with donor and IREX policies and regulations.
  • Foster an inclusive and positive team environment.
  • Other support duties as needed.

This position is eligible for Telework. The eligible employee is a regular, full-time Kyiv-based staff who works from a worksite outside the Kyiv office for one or more days a week.
