The U.S.-Jordan Leadership Exchange Program (UJLEP) is a fellowship program designed to support a new generation of collaborative, creative and value-driven Jordanian leaders who drive success and growth in their economy and civil society while strengthening ties between the U.S. and Jordan. To build skills essential to collaboration and interdisciplinarity, creative problem-solving and innovation, and equity and inclusion, the first phase of the fellows’ journey is a robust leadership training to judiciously selected diverse cohorts of fellows with demonstrated high potential in key economic and social development disciplines. The second phase is the U.S. exchange experience - including tailored practicums at selected U.S. host organizations, visits to entities working in the UJLEP disciplines, homestays with American families, volunteer work and cultural activities – this will enhance fellows’ technical skills and understanding of U.S. culture. Through follow-on projects upon their return from the U.S., UJLEP fellows will practice their new leadership and technical skills, while benefitting Jordanian communities, by designing and implementing small personal projects. Upon completion of the personal projects, fellows graduate and become UJLEP Alumni. The Alumni component of the program includes the establishment of an alumni-driven and sustainable Newtork, opportunities for professional development and networking. Liaising in person and through safe social media channels, Alumni are also offered a Small Grants Program, under which they can design and develop interdisciplinary community solutions to local and regional issues, in partnership with each other and their U.S. Host Organizations, who will also send representatives to Jordan as part of a reciprocal exchange.

As part of the UJLEP team, the Program Officer will support in the Monitoring Evaluation, and Learning for the program as well as assist the Program Manager in activity implementation, procurement, administration, participant management, working very closely with the rest of the program team both in Jordan in the U.S.

The Program Officer is an in-person position based in Amman, Jordan.

Your Background & Skills

  • Bachelor’s Degree in a relevant field
  • Minimum of 5+ years of progressive job experience in supporting international development programs with a focus on education, leadership, and youth, advantageous if specific expertise in exchange programs.
  • Experience in monitoring and evaluation and data management work.
  • Experience in data management and analysis, including cleaning and auditing data for accuracy, synthesizing data from multiple sources, and accurately summarizing findings.
  • Experience working in and/or interest in developing capacity for data visualization tools, such as PowerBi, Tableau, Google Data Studio, or similar. PowerBi experience is strongly preferred.
  • Experience working in and/or interest in developing capacity for Social Network Analysis.
  • Experience in participatory monitoring and evaluation. Familiarity with Most Significant Change strongly preferred.
  • Demonstrated proficiency with Microsoft Office (Outlook, Word, PowerPoint, and Excel) Excellent attention to detail and strong organizational skills including time management, ability to prioritize multiple tasks in a fast-paced working environment, and ability to remain flexible while adhering to strict deadlines.
  • Experience working with diverse institutions and organizations in Jordan across governorates preferred, outreach experience outside Amman strongly preferred.
  • Proven experience managing multiple administrative tasks in a demanding, time-sensitive work environment.
  • Familiarity with U.S. Government grants policies and regulations preferred.
  • Excellent interpersonal and communications skills, both oral and written required in English and Arabic.
  • Positive attitude and willingness to support and assist colleagues.
  • You must have unrestricted authorization to work in Jordan.

Your Daily Tasks

  • Support in the Outreach and Call for Applications and the Selection Process of fellows.
  • Designing and deliver trainings, workshops, conferences, and events for the UJLEP activities (including the Leadership Training, the Pre-Departure Orientation, and the Alumni events)
  • Significantly contribute to the writing, design, and adaptation of the UJLEP curriculum.
  • Support fellows in the implementation of the Action Projects, and report on activities and MEL.
  • Support Alumni in the implementation of the Small Grants.
  • Support in the logistics and planning of the reciprocal exchange.
  • Support in the procurement process including; identifying needs, getting quotes, drafting contracts, and uploading all to Concur.
  • Support in all aspects of the project’s MEL plan and ensure timely, accurate, and thoughtful completion of deliverables.
  • Collaborate with the team to ensure effective and consistent data collection and management processes for MEL across all components and program activities.
  • Write and distribute surveys to participants, alumni, and partners.
  • Carry out Key Informant Interviews and Focus Group Discussions as needed throughout the program.
  • Analyze data to capture and report on impact, lessons learned, best practices, and trends.
  • Responsible for the Social Network Analysis for the Alumni Network for the program.
  • Identify, test, and improve new MEL approaches, tools, and training and build capacity internally on the project to support in these efforts.
  • Collaborate with team to ensure findings from impact data analyses are effectively communicated through social media, the program website, impact one-pagers, data highlights.
  • Significantly contribute to the writing, design, and adaptation of the UJLEP curriculum
  • Support with participants involvement and coordinate alumni network activities.
  • Support in building the Alumni pages communications and running the UJLEP social media pages (Facebook and LinkedIn).
  • Support in communications with UJLEP fellows and Alumni.
  • Support the Program Manager in quarterly internal and external reports, and the submission of required MEL indicators.
  • Contribute to gathering information for proposals, cost extensions, or new phases of the program, including drafting sections of the narrative and attachments as needed.
  • Contribute to administrative and financial tasks, including budgeting and procurement.
  • Support in the procurement process including identifying needs, getting quotes, running SAM and Lexis Nexis checks, drafting contracts, drafting consulting agreements, and uploading all to Concur.
  • Managing invoices including; checking them before program manager signature, collecting banking information, processing invoices on concur, informing vendors/consultants of payments.
  • Managing advances; opening and closing advances with all the required documentation with our finance director.
  • Mentor fellows and Alumni throughout the fellowship and as UJLEP Alumni.
  • Provide support, feedback and input to both Jordan and U.S. colleagues as needed.
  • Other support duties as needed.
