The Finance and Compliance Manager will provide financial oversight of program activities and the daily functioning of the project day-to-day operations. They will ensure that all finance and procurement activities under the project are implemented in a timely and results-focused manner, and in compliance with IREX and USAID requirements. The Finance and Compliance Manager will have a managerial role of the administration, procurement and logistical staff and is expected to promote a project-wide culture of compliance and risk management through compliance practice leadership, staff compliance training, regular project compliance reviews and pro-active identification of potential compliance-related issues.

Your Background & Skills

  • Bachelor’s degree in accounting, Finance.
  • At least 7 years’ hands-on experience as finance manager leading financial operations, preferably with USAID programs/contracts with similar scope.
  • Proven experience with compliance regulations for large US government funded projects – including audits and cost reporting.
  • Ability to conduct financial reports and budget analysis using online accounting systems in line with USG rules and regulations.
  • Experience utilizing Concur, iKnow and Quickbooks is highly preferred analyzing cost categorization, cost reporting and monitoring budgets for funding across multiple accounts.
  • Knowledge of 2 CFR 200, 2 CFR 700, ADS 303 and other federal award administration regulations.
  • Expertise with project financial procedures to prepare costed out work plans linking technical activities with budget line items.
  • Demonstrable ability to lead a team and create a culture of compliance through training, coaching and oversight.
  • Demonstrated ability to work under pressure with multiple organizations under tight deadlines.
  • Experience producing financial reports, consolidating financial data and analysis “what if” scenarios for future funding with technical team.
  • Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project objectives.  
  • Strong problem-solving skills and demonstrated flexibility to meet program outcomes.
  • Proficient in Microsoft 365 office suite, advanced skills in Excel.
  • Experience with online financial and accounting systems especially Quickbooks, Concur and I-know.
  • Ability to communicate professionally and provide written reporting in English is required; proficiency in Arabic required.

  • Must demonstrate valid proof of unrestricted authorization to work in Jordan.

Your Daily Tasks

  • Daily management and oversight of the general accounting function of the program, design and development of associated processes and workflows.
  • Technical support to the officers and program staff on accounting and compliance matters, including answering daily questions on proper accounting coding and charging categories.
  • Provide high-quality financial review of financial transactions, ensuring effective, transparent use of financial resources in compliance with IREX And USAID policies and procedures.
  • Support Finance & Operations Director in coordinating EGEA compliance with local law including communication with external legal advisors as necessary.
  • Support project recruitment and human resource management as needed.
  • Liaise with IREX home office financial, compliance and field operations teams.
  • Support financial reports and projections as well as draft budgets as needed for New Business.
  • Be responsible for the overall financial, procurement and logistical management of the project ensuring smooth implementation of activities.
  • In coordination with the Finance & Operations Director, establish the overall financial management practices of the program, with a focus on cost efficiency, and optimization of office resources.
  • Ensure that appropriate financial record-keeping policies and practices are established and maintained.
  • Review and approve all financial transactions prepared by team members or Finance and Operations ensuring all transactions are accurate and all costs are allowable, allocable and reasonable in accordance with USG cost principles, IREX policies and procedures and Jordanian Law
  • Oversee financial aspects of all program activities and work closely with program staff to develop budgets and cost projections for programmatic activities.
  • Monitor project’s budget closely and review spending and burn rates accordingly.
  • Oversee semi-annual fixed assets count.
  • Review internal controls to ensure that appropriate mechanisms, procedures, and systems are in place. Ensure proper safeguards of funds and compliance with established USG and IREX financial and accounting procedures.
  • Ensure compliance through full cycle of the vetting process, Value Added Tax (VAT) reporting, Anti-Terrorism Certification (ATC), and registration.
  • Prepare monthly accrual and projections reports and submit wire requests.
  • Collaborate effectively with team members, fostering a positive and cohesive work environment to achieve shared project goals.
