The Subaward and Procurement Manager will ensure that EGEA subgrants and contracts are compliant with IREX, USAID, and local government regulations. They will support the Finance & Operations Director to establish lines of communication and support program staff and partners with compliance related issues. As part of the Finance and Operations Team, they will work to ensure timely and compliant start-up, implementation, and closeout of the EGEA program.

Your Background & Skills

  • Bachelor’s Degree in business, finance, international development or other relevant field.
  • Minimum 7+ years of progressive job experience or a master’s degree and 6 years of experience in business administration, contracts, finance, project management, or related field
  • At least five years of experience leading procurement and subcontracts, or grants management for U.S.-government-funded projects, especially for USAID - highly preferred.
  • Experience leading procurement processes from the definition of needs, preparation of bids, competition, selection, and negotiation of services and/or goods following US and Jordanian regulations.
  • Experience with USAID compliance, audit standards, and USG regulations for subawards, purchase orders, and other procurement mechanisms in Jordan.
  • Experience analyzing sub-award work plans, and budgets and reviewing monthly technical and cost reporting to verify compliance and completeness of the work provided to IREX.
  • Ability to provide advice and support subawards/subgrantee budget forecasting and fund management.
  • Expertise with procedures required for adequate planning, monitoring, and realigning of complex budgets.
  • Demonstrated knowledge of management processes and systems from start-up to close out, financial management, and fraud prevention measures.
  • Speaking, reading, and writing proficiency in English and Arabic required.
  • Demonstrated technical knowledge related to effectively managing subgrants and contracts.
  • Knowledge of 2 CFR 200, 2 CFR 700, ADS 303 and other federal award administration regulations.
  • Proven experience managing multiple complex programming in a demanding, time-sensitive work environment.
  • Ability to research, analyze, and interpret local government regulations.
  • Demonstrated ability to track and manage subaward budgets.
  • High attention to detail in cost reporting and standards reporting.
  • Demonstrated capacity to identify risks and propose solutions.
  • Ability to compile and prepare financial and budget data in line with USG rules and regulations.
  • Skilled in managing and compiling financial data for reporting and ensuring compliance with all donor requirements.
  • Strong problem-solving skills and demonstrated flexibility to meet program outcomes.
  • Proficient in Microsoft Office 365 products suite, including Excel.
  • Excellent interpersonal communication skills.

Your Daily Tasks

  • Support the Finance & Operations Director to ensure that all IREX, USAID, and host country regulations and requirements related to USAID funds usage, accountability, and operations within the country.
  • Provide guidance and oversight of subawards, including all finance, operations, and compliance expectations as aligned with USAID and IREX policies.
  • Develop, in coordination with the Finance and Operations Director as well as the Finance & Compliance Manager, the EGEA granting and contracting strategy.
  • Efficiently develop and manage the mechanisms for each grant and/or contract category, ensuring that appropriate and streamlined due diligence is conducted and developing creative and compliant approaches while assisting local organizations.
  • Establish and monitor all subgrant and contract procedures and mechanisms.
  • Manage the closeout process for sub awards and contracts, including the final review of deliverables and financial reports.
  • Revise terms of reference for Requests for Proposals (RFPs) and Requests for Quotations (RFQs) based on technical team inputs for procurement and Requests for Applications (RFAs) and Annual Program Statement (APS) for subawards.
  • Review initial offers/applications and identify any potential changes and questions. Communicate needed changes effectively to applicants/partners.
  • Lead budget review of applications, including cost reasonableness, and allowability of costs.
  • Coordinate EGEA compliance with local law including communication with external legal advisors, as necessary.
  • Liaise with IREX home office financial, compliance and field operations teams.
  • Coordinate across implementing organizations to refine processes and policies to ensure compliance and efficiency in grant-making and procurement.
  • Establish clear lines of collaboration across program leadership representatives and technical leads in the development and management of the project's subgrant and contract strategy.
  • Lead procurement selection process with EGEA staff, and consolidate questions, concerns or changes to the application or budget.
  • Lead negotiations with applicants, including scope of work, budgets, cost reasonableness, and other as needed.
  • Effectively communicate compliance requirements to applicants and contractors.
  • As required, contact vendors to discuss invoices and payments and resolve discrepancies.
  • Support organizations receiving grants from the project in the proper management of their grants.
  • Manage the preparation of training and technical assistance to partners as needed to address capacity needs and reinforce subgrant management.???
  • Support both the Finance & Operations Director and Finance & Compliance Manager to ensure that all USAID and IREX policies and procedures are followed.
  • Provide direction, guidance, training and coaching to EGEA staff to ensure procedures are aligned with best practices and ensure that IREX and USAID rules and regulations are implemented effectively.
  • Assist the Finance & Operations Director as well as the Finance & Compliance Manager with preparation and coordination of annual audit process, and USAID compliance reviews.
  • Review and authorize subgrant and procurement payments in compliance with IREX and donor requirements, up to approval authority.
  • Review narrative and financial reports as well as supporting documents for expenses incurred in the context of subawards.
  • Supervise and mentor grants and contract and program staff as needed.
  • Ensure cross-organizational and cross-project communication and transparency.
  • Collaborate closely with IREX and project staff locally, regionally, and internationally.
  • Support procurement-related tasks as needed in compliance with IREX rules and regulations, ensuring that competitive and transparent processes are implemented.
  • Manage grant and contract files to ensure audit readiness. Coordinates and supports the review and management of financial and other compliance documents, including IREX subgrant tracking systems filing and updates and maintaining other program files.
  • Provide technical and compliance oversight and monitoring through regular check-ins, verification of documentation and deliverables, spot checks and as needed, lead site visits to subgrantees to assess adequacy of internal controls, compliance with applicable laws and regulations, and award policies and procedures. Report findings and propose corrective action, as necessary.
  • Review of products and/or services received under the contracts or consulting agreements for compliance with program needs and agreement requirements.
  • Monitor progress on contracts and consulting agreements, including maintaining documentation and trackers.
  • Oversee cost reasonableness compliance with USAID rules and regulations.
  • Run background searches for vendors, consultants and staff and maintain an accurate electronic filing system, as needed.
  • Review local partner procurement policies to ensure quality and compliant use of USG funds.
  • Other duties as assigned.
