IREX is seeking a qualified professional to fill the position of Program Officer for its Veteran Reintegration Program (VRP). The Program Officer will work under the supervision of a Program Manager and support the implementation of activities and carry out a variety of programmatic and administrative tasks; communicate with stakeholders and support subgrantee and local actors.

The Program Officer is an in-person position in Kyiv, Ukraine.

Your Background & Skills

  • Bachelor’s Degree.
  • 3+ years of relevant experience.
  • Degree in international development, business management, administration, social work, NGO management, public administration, political science, and/or other relevant field is?preferred.
  • A minimum of 4 years of relevant work experience in the?NGO sector supporting large-scale programs with subgrant?components.
  • Demonstrated experience managing programs funded by the?US Government and/or other donor?governments.
  • Strong managerial and interpersonal skills and cultural sensitivity to effectively interact with all staff, partners, subgrantees, and members of donor?organizations.
  • Ability to work both independently and collaboratively within a team.
  • High degree of initiative, organization, and attention to?detail.
  • English and Ukrainian language fluency, written and?spoken.
  • Excellent writing and editing skills with experience in drafting programmatic documents, such as proposals, work-plans; quarterly reports; final reports; success stories; talking points; and other types of programmatic?documents.
  • Knowledge of veteran-related issues and available veteran support programs is an advantage.
  • You must have unrestricted authorization to work in Ukraine.

Your Daily Tasks

  • Under the supervision of Program Manager, administer assigned programmatic activities dedicated to support for veterans.
  • Ensure that all programmatic deliverables are achieved by the established?deadlines.
  • Provide technical input into the development and adaptation of program materials.
  • Ensure quality control of the materials and products developed under the program.
  • Manage subgrantees, maintain day-to-day communication with them and ensure the delivery of the milestones in accordance to the deadlines and indicators set.
  • Supply technical assistance in relevant areas of expertise, and provide technical advising to program subgrantees.
  • Support the execution of subgrants, contract and other types of agreements ensuring compliance and quality deliverables.
  • Provide input into the development of training curricula, educational materials, strategic planning sessions.
  • Draft proposals, work-plans; performance monitoring and evaluation plans; quarterly reports; final reports; success stories; talking points; and other types of programmatic?documents.
  • Coordinate organization of program meetings and events in the offline and online format (check-ins, trainings, workshops, working group meetings, etc.).
  • Coordinate and support oversight of hired experts, making sure their outputs correspond to the expected deliverables.
  • Work closely with the representative bodies from the Government of Ukraine, NGOs, donors and other stakeholders and partners.
  • Maintain accurate records and documentation, including activity reports, participant data, and financial documentation related to hired experts, external contractors and subgrantees.
  • Collaborate with other program components and teams to share insights, challenges, and successes to enhance program effectiveness.
  • Travel to regions to attend program events and meetings, upon request.
  • Establish and maintain effective working relationships with civil society, media groups, opinion leaders, government officials, members of international community and other program?stakeholders.
  • Communicate with subgrantees, external contractors and experts.
  • Assist in arranging meetings for senior management as needed and requested.
  • Maintain meeting notes, summaries of the meetings, and other written communication materials.
  • Support the development and design of program activities for veterans during the proposal development process.
  • Review financial documents, and other contractor’s requests.
  • Support the due diligence process for the subgrantees.
  • Prepare documentation in line with IREX procurement requirements.
  • Stay up to date with monitoring the veterans’ community issues in Ukraine, information about new stakeholders in this field and fill out the ‘VRP potential partner organization’ spreadsheet.
  • Provide ideas and initiative to improvement internal and external processes, support ties with veterans and share with team the key point from this communication.
  • Other support duties as needed.
