Obsidian Solutions Group (OSG) is seeking a Maneuver Analyst to provide expertise to the External Elements (EXELMS) section of MSTP to support MEF/MEB-level exercise design, planning, and execution. The EXELMS Maneuver Analyst reports to and receives work direction from the MSTP EXELMS Section Head. The successful candidate will have a well-rounded background at varying echelons of command to include JTF, MEF, MEB, or MLG. The incumbent will understand how a MEF/MEB supports the joint fight along with the associated entities a MEF/MEB may require support from in this fight.

The mission of the MSTP is to provide training in MAGTF operations across the range of military operations, within the context of a Joint and/or Combined Task Force environment, to improve the warfighting skills, with the main effort of providing training and support.


Requirements:
  • Performs research of operational concepts and plan, conducts analysis of Maneuver processes and determines information exchange requirements and requirements for joint subject matter expertise to support training.
  • Produces all required exercise planning products, to include COCOM/JTF/Fleet-level operation orders. This position will also directly engage MEF/MEB level training audiences to capture training objectives and ensure their incorporation into the exercise scenario.
  • Leads the development of scripted, scenario-based, Force/Joint level maneuver events as part of the Master Scenario Events List (MSEL) designed to generate training audience activity.
  • Attends conferences and meetings at the resident site and other locations off site; leads a Maneuver Working Group as part of an exercise design team at exercise planning conferences to design the scope and method of training; must be able to translate training objectives into observable and measurable Maneuver training activities.
  • Advises active-duty and reserve officers at a simulated Higher and Adjacent Headquarters staff on the execution of planned exercise events to ensure all training objectives are met.
  • Adjusts work hours as necessary to support extended work hours in support of 12 to 24-hour continuous operations during events.
  • Performs other duties as required of a Military Analyst and is prepared to assume the role of an event Observer, Trainer, Collector (OTC) to support the other MSTP Branches when required.
  • Possesses detailed and functional knowledge of the Marine Corps and joint/combined Planning Process and Marine Corps and joint doctrine related to Maneuver.
  • Capable of conducting tactical and operational planning at the conceptual, functional, and detailed levels for service and functional component organizations and joint headquarters organizations in the area of emphasis.
  • Performs research of existing and emerging operational concepts and plans and conducts analysis of factual data.
  • Plans and prepares lesson plans and seminars and provides instruction and event analysis on Marine Corps and joint/combined operations and doctrine to Field Grade and General Officers.
  • Participates in and conducts reviews and structured walk-throughs of events, operation orders and plans, and information collection requirements.
  • Reviews orders, briefs, and documents to support event exercise design, scenario development and higher and adjacent headquarters functions.
  • Reviews, revises, writes, and provides comments on Marine Corps and joint doctrine documents, best practices, and tactics, techniques and procedures not covered by doctrine (i.e., Marine Corps Interim Publication, MSTP Pamphlet).
  • Creates and edits documents, analyzes problem areas, and suggests feasible solutions.
  • Performs responsibilities associated with government counterparts.
  • Assists in reviewing classified material and recommends a lesser classification for use in events, models, simulations, demonstrations, reports, and briefings.



Required Skills / Qualifications

  • Minimum eight years of operational experience in deployment and employment of ground combat, supporting arms, and combat service support units and related equipment at the division level or higher.
  • Minimum three years of demonstrated knowledge of military doctrine, tactics, and command relationships at the operational command level as measured by actual operational force employment experience.
  • Mid/Senior staff planning experience in Joint Operations Planning Process and/or the Marine Corps Planning Process at a JTF, MEF, MEB, Division, or Wing staff.
  • Experience writing orders in the USMC and Adaptive Planning and Execution (APEX) format, to include Annex D and all applicable Appendices/Tabs/Exhibits as required for each exercise.
  • Experience conducting tactical and operational level planning at the conceptual, functional and detailed levels for service and functional component organizations, as well as joint headquarters organizations.
  • Completion of an appropriate level of professional military education such as Command and Staff College or War College.
  • Knowledge of, and operational experience, deploying and employing ground combat, aviation, supporting arms, and combat service support units and related equipment.


Desired Skills/Qualifications

  • Direct participation in real world operations is desired.
  • Mid/Senior-Level – Bachelor's Degree or equivalent w/ 12+ Years Direct Relevant Experience.
  • Familiar with developing events to support a Master Scenario Events List (MSEL).
  • Proficiency using MS Word, Excel, Adobe, and Outlook skills.
  • Strong verbal, written, interpersonal, communication and presentation skills.
  • Basic knowledge of MAGTF Tactical Warfighting Simulation (MTWS).

Physical Requirements and Work Environment

  • Normal Office Environment.

Travel

  • 15-35%, primarily to Camp Lejeune, NC; Camp Pendleton, CA; and Okinawa
