Job Description Summary

The Value Estimating & Cost Engineering Lead plays a crucial and exciting role within the UK Sourcing team. This is a multi-facetted role providing value estimates for the purpose of sourcing compliance on non-competitive bids; should costs to be leveraged as part of competitive bids; as well as acting as a technical focal for our sourcing teams to aid with quick triage of engineering issues arising at suppliers. This role should also drive direction into the commodity roadmaps utilizing should costs and value estimates to identify areas of strategic opportunity for productivity savings.

Job Description

Roles and Responsibilities

  • Provide timely, consistent, and accurate value estimates to support compliance on non-competitive bid activity. This activity covers all commodities and a wide range of suppliers.
  • Creation and subject matter expert on Single Source Justifications for sourcing compliance, including appraisal of sole and single source rationale.
  • Support of competitive negotiations with supply of should costs. Acting as a process expert to support commodity team in competitive negotiations, both supplying should costs, but also defending and rationalising differences with a supplier.
  • Continual development of value estimating and should costing toolset and processes.
  • Utilising data from should costs and value estimates to help identify and drive cost out opportunities. Supporting in development of new competition, prioritising efforts, and providing project justification to gain business buy in.
  • Supports wider sourcing team with helping triage technical issues from suppliers, supporting the definition of the solution path.
  • Acting as a technical lead on US Government Cost And Price Analysis (CAPA) studies at suppliers as required.
  • Supporting and leading cost out initiatives with the broader sourcing and engineering teams.
  • Acts as a resource for colleagues with less experience. May lead small projects with low risks and resource requirements. Explains information; developing skills to bring team members to consensus around topics within field. Conveys performance expectations and may handle sensitive issues.
  • Jobs at this level function with some autonomy but are subject to functional practices and precedents or are covered by well-defined policies or review of end results. The job allows modification of procedures and practices covering work as long as the end results meet standards of acceptability (quality, volume, timeliness etc.).
  • Uses some judgment and has the ability to propose different solutions outside of set parameters to address more complicated, day-to-day problems. Has ability to prioritize information for data analysis. Uses technical experience and analytical thinking. Uses multiple internal and limited external sources outside of own team to arrive at decisions.

Required Qualifications

  • This role requires advanced experience in value estimating/should costing.
  • Knowledge level is comparable to a Bachelor's degree from an accredited university/college and/or relevant level of experience.

  • Experience in use of value estimates for sourcing compliance for US Government Contracts.
  • Experience in leveraging should costs in sourcing negotiations.

  • Ability to continually develop and improve tool sets.
  • Established project management skills.
  • Experience in should costing software such as Apriori.
  • Experience in derivative analysis for cost estimation.
