SPECIFIC JOB DESCRIPTION:

This position provides legislative analysis to the Organizational and Management Policy Directorate (O&MPD) within the Office of the Director of Administration and Management (ODA&M) providing a wide range of legislative analysis and support services. This includes tracking Congressional reporting requirements, coordinating, monitoring and tracking proposed legislation, identifying potential provisions in legislation (e.g., authorizations, appropriations, and other bills relating to defense matters) that would affect OSD and ODA&M equity issues, and preparing updates to ODA&M leadership on legislative developments. This position also requires a high degree of proficiency with SharePoint content management. Specific tasks include:

  • Coordinate congressional reporting requirements within ODA&M and provide bill research to include cross-reference prior year Defense authorization bills and appropriations bills.
  • Conduct legislative research on bills/resolutions. Analyze the House, Senate, and conference versions of the NDAA to identify sections that effect ODA&M equities and provides side by side analysis against the DoD submitted bill language.
  • Draft and provide weekly updates to O&MPD government staff and leadership on congressional activities to enhance situational awareness.
  • Prepares correspondence documents of the ODA&M/O&MPD in accordance with the official DoD correspondence guidance, "DoD 5110.4-M Vol 1 DoD Manual for Written Material: Correspondence Management and DoD 5110.4-M Vol 2 DoD Manual for Written Material: Examples and Reference Material.
  • Assist in the content management and site administration of the ODA&M Legislative SharePoint Portal. This includes but is not limited to data management, workflow processes, management of site access permissions.

EDUCATION:

Bachelor's degree (Master's preferred) in a discipline relevant to the position plus at least 5 years' relevant professional experience.

SKILLS AND EXPERIENCE:

  • Active Secret Security Clearance.
  • Experience working in DoD and OSD specifically.
  • Experience reviewing DoD related legislation (e.g. National Defense Authorization Act or Defense Appropriations Act).
  • Experience supporting and working in existing DoD legislative processes.
  • Strong writing skills are required.
  • Ability to work independently and in small teams in a high operational tempo under strict time constraints.
  • Ability to provide support onsite in the Pentagon, Monday through Friday, during core business hours.
