Job Description: Apply a wide variety of Federal recruitment and placement principles, practices, processes, laws, rules, regulations, and procedures to conduct the full range of recruitment and placement actions. Apply knowledge to provide advice and consultation to interpret applicable policies and laws. Draft vacancy announcements, crediting plans, and job analysis for various positions. Finalize and post vacancy announcement to USAJobs and other appropriate websites. Ensure notice of results are issued to applicants advising of their application status. Respond to applicant inquiries for positions handled. Use the Office of Personnel Management (OPM) qualification standards to determine whether applicants are qualified for the positions for which they applied and shall document reasons for determining qualification or non-qualification. After making qualification determinations, list the qualified applicants and rate and rank them using pre-determined levels of competencies, experience, and education. Determine whether applicants are considered highly qualified for positions and, upon request, provide an explanation as to how applicant background and experience compared to that of other applicants in establishing the highly qualified candidates. Prepare certificates of eligibility and audit certificates and close out case files. Set salary in accordance with Federal pay setting rules and regulations Issue tentative and final offer letters, including coordinating selectee through the security review process; request release date and Standard Form (SF)-75 information; establishing entry on-duty dates, ensuring new hires receive and complete all new hire paperwork, and complete and forward new hire appointment packages to the Operations Branch for processing. Special projects to include, but not limited to, additions and deletions to the Question Library and Position Description (PD) Library.
