Job Description: YRCI is seeking a full-time Project Supervisor to support our Human Resources Remote Operations Center (HRROC™), located in Reston, VA. YRCI's HRROC™ is a Shared Service Center that supports multiple Federal agencies and offers a friendly, collaborative team environment with access to training from industry experts! The Role (Fully Remote): Although the YRCI home office is located in Reston, VA, this position is fully remote. Serve as a contract Lead Classification Specialist over high-profile and high-volume classification activities for a designated HRROC™ customer. Serves as the primary Point of Contact (POC) for the client Project Manager and Contracting Officer's Representative (COR). Prepare for, and attend, regularly scheduled and ad hoc meetings. Serve as a POC for staff and clients to resolve escalated issues. Direct, motivate, and guide team members toward mission and goal accomplishments. Use knowledge and experience to support the Quality Control process; review work of others, provide constructive corrections and recommendations for improvement as method of on-the-job training for less experienced staffing professionals. Day-to-day problem and issue resolution, including Quality Control (QC). Ensure data integrity of workflow tracking required to pull reports. Responsible for overseeing all aspects on classification activities. Write and conduct performance appraisals. With support from HR and HRROC Management, handle performance and discipline issues. Manage timekeeping and approve Paid Time Off (PTO). Workflow Analysis, Workforce Restructuring, and Reorganization: Review Agency functional statements and Position Descriptions (PD) to ensure positions are properly aligned; and based on review make recommendations for an efficient and effective reporting structure to accomplish the mission of the unit. Identify possible overlapping duties and make recommendations as to making work economical and effective; review the types, classification, grades, and numbers of positions in comparison to function and workload. Identify span of control for the number of subordinates one supervisor can effectively manage as a significant aspect of organizational design. Based on the above, develop a written analysis of findings and recommendations regarding re-alignment options, including recommended skills mix required to achieve unit objectives. Work with customer Human Resources (HR) staff in effectuating a reorganization, preparing the documents for Congressional notification, drafting Standard Form (SF)-52s for realignment of personnel, write impact statements as necessary, and prepare the personnel organization listing for building the organization in National Finance Center (NFC). Conduct analysis to determine (1) the optimal Senior Executive Service (SES) span-of-control that promotes agency efficiency and effectiveness and (2) the impact on agency activities when detailing employees to vacant SES positions. Develop and implement an action plan to mitigate negative effects shown by the SES analyses; submit a draft report to the Government within 30 days of conducting the analysis. Train HR Specialists within the agency in processes and write Standard Operating Procedures (SOP) that support them. Position Management and Classification Provide position management advice that considers business operations efficiencies. Specifically, consider the following: combining like work; restructuring supervisory ratios; shifting time and effort from low to high-value work through the elimination of unnecessary requirements; burden reduction; optimization and streamlining; and workload automation. Draft SOPs procedures for position management; train HR Specialists within the agency on management activities for their implementation; deliver draft documents to the Director of HR for review and comments. Review all PDs for the agency; revise as needed to ensure the work described is the work being performed and appropriately graded as determined by the factor analysis. Abolish existing PDs based on review findings when PDs are no longer being used. Provide a well-written evaluation statement with every career ladder or pay-banded position that is classified, to describe how the conclusion was derived; this includes all aspects of classifications (e.g., research, investigation, job analysis, review, writing and rewriting of PDs). Draft SOPs for position classification and conducting desk audits. Work with agency to build a PD library and PD templates that will be used in Monster Government Solutions; upload all PDs into the Monster Government Solutions system. All classified PD will be presented to Agency Hiring Managers for review and concurrence. Develop a tool for tracking the review and updates for PD.
