Job Description: YRCI is seeking full-time Sr. Staffing Specialists to support our HR Remote Operations Center (HRROC™), located in Reston, VA. YRCI’s HRROC™ is a Shared Service Center that supports multiple Federal agencies and offers a friendly, collaborative team environment with access to training from industry experts! Although the YRCI home office is located in Reston, VA, this position is fully remote. Support high-profile and high-volume Delegated Examining (DE) and Merit Promotion (MP) recruitment activities for various agencies. Interpret and apply laws, rules, and regulations, to include Executive Orders (EO) Title 38, DE Unit (DEU) regulations, Title 5 Code of Federal Regulations (CFR), the Vet Guide, and other regulatory guidance to Federal hiring actions. Apply knowledge and experience to support the quality control process; review work products and provide constructive corrections and recommendations for improvement as a method of on-the-job training for more junior-level staffing professionals. Develop and review job analyses, assessment questionnaires, Job Opportunity Announcements (JOA), rating, and certificates. Apply pay setting calculations for use by to extend job offers. Perform Law Enforcement Office (LEO) pay setting to include accurate conversion of general pay and special pay schedules to the LEO pay schedule. Develop and review Standard Operating Procedures (SOP) and job aids for existing, new, or emerging staffing programs. Develop and build specialized ad-hoc applicant metrics, reports, and associated spreadsheets. Validate applicant selections. Serve as a Point of Contact (POC) for staff and clients to resolve escalated issues. Attend client meetings. Responsible for performing job analysis, developing assessment questionnaires, and documenting evaluation criteria in accordance with agency requirements; reviewing and adjudicating veterans' preference; reviewing applicant qualifications for the full range of agency occupations; and providing written justification for the same. Coordinate job offers, release requests, setting of Entry-on-duty (EOD) dates, and coordinate training classes for applicants. Coordinate issuance and return of security paperwork for applicants including Electronic Questionnaires for Investigations Processing (e-QIP) initiations and conduct regular status checks with the Personnel Security Division (PSD). Familiarity with USA Staffing Record EOD actions in Agency databases as required Work as a part of a team and coach, mentor, and train HR Assistants and Specialists. May be responsible for overseeing team members, monitoring time and attendance, providing performance feedback, etc. Use USA Staffing system.
