As an HR Compliance Analyst at McCarthy, you will play a vital role in ensuring adherence to federal regulations and company policies related to human resources. You will be responsible for analyzing HR data, tracking compliance metrics, and supporting various compliance initiatives. This role requires a thorough understanding of HR compliance regulations as a federal contractor.
Key Responsibilities:
  • Responsible for implementing, administering, and/or evaluating policies and programs as they pertain to compliance, such as: background check and drug screen programs and policies, E-Verify program and policies, federal and state required compliance trainings and annual handbook reviews.
  • Serve as a resource to HR and field operations teams regarding compliance-related inquiries and training needs.
  • Oversee I-9 compliance across McCarthy's regions, collaborate with our regional HR and field operation teams to ensure compliance.
  • Provide guidance to Talent Acquisition and Human Resources Business Partners on compliance related matters.
  • Identify areas of non-compliance or potential risk and recommend corrective actions to HR leadership.
  • Develop training programs related to HR policy, procedures, and compliance initiatives, facilitating training when necessary.
  • Partner with our immigration vendor and provide support to employees going through the visa sponsorship process.
  • Collaborate closely with HR, hiring managers, and other key stakeholders to communicate visa requirements, potential compliance issues, and timelines effectively.
  • Manage compliance services vendors, including required communication, coordination and review of proposals, changes to programs or contracts, and evaluation of services performed, escalating issues to leadership when necessary.
  • Prepare and submit required governmental reports such as EEO-1, CA Pay Data and VEVRAA.
  • Manage responses to internal and external reporting requests, audits, and assessments, including state and federal reporting requirements: EEO-1, BLS and DOL reporting inquiries.
  • Collaborate with legal and talent acquisition teams to support programs around McCarthy's Affirmative Action Plan.
  • Conduct regular audits and analyses of HR data to ensure compliance with federal regulations, company policies, and best practices.
  • Maintain documentation of compliance efforts, audit findings, and corrective actions taken.
  • Continuously evaluate HR compliance, processes, and policies for improvements, proactively developing and implementing practical solutions.

Qualifications:
  • Knowledge of the federal employment programs, specifically: OFCCP, AAP, EEO-1 and VEVRAA.
  • Ability to analyze complex issues, focus on researching relevant information, provide an accurate assessment or conclusion based on researched information. Provide alternative options and solutions based on researched information.
  • Up to date on industry issues and resolution of issues as related to employment compliance in Government and commercial contracting.
  • Exhibits teamwork and a collaborative work ethic with colleagues.
  • Effective research and problem-solving skills.
  • Ability to maintain strict confidentiality and employee privacy.
  • Excellent knowledge of reporting procedures and record keeping.
  • Excellent communication skills and the ability to influence all levels of an organization.
Education and Experience:
  • 2+ years HR compliance or HR Specialist experience required
  • Project management experience preferred
  • Experience with the construction industry preferred
  • B.S. or B.A. required in Human Resources, Business Administration, a related field, or equivalent working experience
