The primary purpose of this position is to provide financial management expertise within Air Force Research Laboratory.AFRL is responsible for executing Air Force strategic development planning and leading operational experimentation to support the SECAF & CSAF in strategic decisions meeting current and future AF needs

Duties
  • Leads the execution of expert financial analysis throughout the branch.
  • Directs employees in the use of methods of analysis sufficient to ensure financial aspects of research and program forecasts, reports, plans, and strategies are consistent with DAF goals and strategic initiatives.
  • Researches and determines or recommends appropriate actions for issues that impact the organization.
  • Creates and implements concepts, procedures and processes required to support AFRL projects and programs.
  • Establishes metrics and methods of analysis to assess the efficiency and effectiveness of the FM Division.
  • Demonstrates a mastery of, and skill in, applying innovative FM practices, techniques, and methodologies to identify, analyze, and resolve issues ensuring resolutions are consistent with mission objectives.
  • Performs expert level FM work related to budget formulation and execution, financial analysis, governance, operations, cost analysis, accounting, and program control.
  • Reviews and guides revisions of supporting documentation for FIAR audit trail.
  • Collaborates, interacts, coordinates and meets with key customers and coordinating officials to assess customer satisfaction, explain organization policies and procedures and resolves issues.

  • This is an acquisition coded position.Selectee must complete required certification level 4 in Business-Financial Management.
  • The duty location for this position can be either Arlington, VA, Eglin AFB, FL, Kirtland AFB, NM, Rome, NY or Wright-Patterson AFB, OH. Telework options can be negotiated and implemented after entrance on duty.
Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower broadband / grade level DO-02/GS-12, or equivalent in other pay systems.

COMPETENCIES: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Problem Solving, Business Management, Oral and Written Communication, Teamwork and Leadership.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
