We are looking for a Technical Order Librarian Clerk in Jacksonville, FL.


GENERAL SUMMARY:

The contractor shall provide Classified / Unclassified Training Library services in support of Staff and Students in a Naval Aviation Training Command.


PRINCIPAL DUTIES/RESPONSIBILITIES:

  • Safeguard, account and ensure all Classified / Unclassified, Instructional Material Library training publications; Naval Warfare Publications (NWPL); Naval Aviation Electronic Flight Bag Computers (EFB); Naval Aviation Electronic Flight Bag Tablets are maintained and current in accordance with governing directives and Navy standard operating procedures.
  • Control the receipt and distribution of all Classified / Unclassified documents and publications for issuance, acceptance, generation, destruction, changes and revisions IAW SECNAVINST M-5510.30, SECNAVINST M-5510.36, Patrol Squadron Thirty Instruction 5510.4F, Patrol Squadron Thirty Instruction 3301.1K and Patrol Squadron Thirty Instruction 5511.2L.
  • Maintain the Instructional Material collection of Classified / Unclassified publications, document, records, audiovisual, flight computers and other library assets to assist in the training of Squadron staff and student personnel.
  • Furnish information in regards to the library's operation, rules and services, explain and assist in the use of reference sources and material, maintain a logbook of all generated Classified / Unclassified material IAW Patrol Squadron Thirty instruction 5511.2l; DoDM 5200.01 series (Vol 1-4); SECNAV M-5210.1 Navy Records Management Program.
  • Assist assist in quarterly and annual inventory of all Classified / Unclassified assets maintained in the Instructional Material Library IAW VP-30 Standard Operating Procedures.
  • Review review individual work center Classified / Unclassified Naval Warfare Publications (NWPL); Naval Aviation Electronic Flight Bag Computers (EFB); Naval Aviation Electronic Flight Bag Tablets and make corrections in accordance with Patrol Squadron Thirty Instructional Material Library Standard Operating Procedures; DoDM 5200.01 series (Vol 1-4) DoD Information Security Program; Executive Order 10450 12968 (Access to Classified Information, 2 Aug 95); SECNAV M-5210.1 Navy Records Management Program; SECNAVINST 5510.30C; SECNAVINST 5510.36B.
  • The contractor personnel assigned as the Classified Material Custodian (TOLC) shall complete the Classified Material Custodian Personnel Qualifications Standard (PQS); and be designated in writing by the Commanding Officer as a Classified Material Custodian. This course is only available through the Navy and will be provided at no cost to the contractor.
  • The contractor shall read and interpret a military flight schedule and prepare and assemble the daily Classified / Unclassified training material to include but not limited to the following; Weapon System trainers; Weapons Tactical Trainers; Tactical Trainer Mission Planning and Squadron Classified Indoctrination. The contractor shall input Classified / Unclassified material transactions into a computer database via; entries; cataloging; barcoding; arranging; removing and other administrative functions as needed.
Requirements:


EDUCATION and EXPERIENCE:

  • Due to the nature of the work required, US Citizenship is required.
  • 3 years of relevant experience.
  • High School Diploma or higher.
  • Secret Clearance required.
