JOB INFORMATION

Field Representative positions conduct routine field investigations in response to citizen complaints regarding City services; resolve customer issues/complaints; inspect businesses for proper licensing and conformance with City ordinances; enforce City codes; enforce abandoned vehicle regulations, complete impound reports and issue notices to illegally parked vehicles; investigate water bill inquiries complaints; deliver water shut-off notices; shut-off and/or restore water service; obtain and/or verify meter reads; serve as a court witness; prepare written reports of findings and actions taken; and perform other duties as assigned.

NOTES:

  • Employees in job classifications represented by Municipal Employees Association (MEA) are scheduled to receive the following general wage increases:
    4% effective 7/1/24
    2% effective 1/1/25
    5% effective 7/1/25
  • In addition to the scheduled general wage increases, the following special salary wage increase is also scheduled to take effect for Field Representative:
    5% effective 1/1/25
    5% effective 1/1/26
  • Eligible benefitted employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS).
  • For positions in the Public Utilities Department, Water Meter Services Division, Field Representative employees are required to meet the following requirement to career advance to Senior Backflow and Cross Connection Specialist: Possession of a valid American Water Works Association (AWWA) or American Backflow Prevention Association (ABPA) Certification as a Cross Connection Control Specialist within one year from date of hire. Failure to meet this requirement may result in termination.
  • Field Representative employees may be required to stoop, bend, squat, reach, twist, climb, and walk in various types of terrain.
  • Field Representative employees lift or slide items weighing up to 80 pounds and work outdoors in a variety of different weather conditions.
  • Field Representative employees interact with members of the public who may become angry, difficult, and/or abusive.
  • Field Representative employees who read meters are required to walk approximately five to ten miles daily in all weather conditions and in varying terrain such as streets, alleys, canyons and hills; maintain close attention to detail when reading approximately 500 to 700 meters per day; and may dig up to one foot down into meter boxes.
  • Some Field Representative employees are required to pass a medical physical, respiratory fit test and obtain Confined Space Certification within six months from date of hire. Employees will be required to obtain and maintain Confined Space Certification to retain employment.

MINIMUM REQUIREMENTS

You must meet the following requirements on the date you apply, unless otherwise indicated.

EXPERIENCE: You must meet ONE of the following options:
  1. Six months of full-time experience performing field investigations, inspections, or enforcement duties.
  2. One year of full-time experience working in a customer service environment in which the PRIMARY duties are interpreting policies and procedures, resolving customer issues/complaints, and providing information regarding company services.
NOTES:
  • Experience in retail sales or cashiering related customer service is NOT qualifying.
  • Experience providing routine, general information, taking orders, and directing telephone calls and walk-in traffic is NOT qualifying.
  • City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.
LICENSE: A valid California Class C Driver License is required at the time of hire.

NOTE:
  • Some positions may require that you provide your own vehicle for which mileage will be reimbursed.
HIGHLY DESIRABLE:
  • Experience providing information to the public in person.
  • Experience reading meters.
  • Experience working in the building trades.
  • Experience working for a public or private utility company.
