The Intel and Homeland Security (IHS) Chief Technology Office (CTO) is responsible for technical solutioning with excellence within the division. The Cyber Engineer Solution Architecture role provides cyber security subject matter expertise specific to application architecture, design, and development in solving our customers' problems and enabling their missions. This role reports directly to the CTO Leadership. Responsibilities include: Cyber and Technical: Designs and evaluates end-to-end systems through their entire life cycle with a focus on Cyber Security and Risk Management. Conducts software and systems engineering and software systems research to develop new capabilities, ensuring cybersecurity is fully integrated. Conducts comprehensive technology research to evaluate potential vulnerabilities in cyberspace systems. Advise on and solutioning CNO (D/A/E) functional areas. Ensures products and systems comply with requirements and customer information assurance and cybersecurity standards. Author strategy for and can lead testing, implementation, maintenance, and administration of the security infrastructure hardware and software. Develop cybersecurity engineering architectural artifacts and analyze systems engineering artifacts provided/created by others for future cyber operational concerns. Solutionist: Function as a solutions architect, lead or contributing, within a Business and Proposal Development Process such as Shipley. Conducts software and systems engineering and software systems research to develop new capabilities tailored to customer needs. Identifies solutions based on business and technical criteria, analyzes alternatives based on trade space, and implements designs. Designs and defines high-level system architecture for new or existing Information and Operational Technology (OT and IT) systems. Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that conform to customer mission technical, schedule, and cost constraints. Coach and provide subject matter guidance to proposal and program teams for cyber security and information assurance. Develop Work Breakdown Structures and Basis of Estimate artifacts for proposed solutions. Reviewing and providing constructive feedback to proposal artifacts. WHAT YOU'LL NEED TO SUCCEED: The candidate must possess the following skills: At least three of the following criteria: Expert in cybersecurity processes and operational improvements, 5 years. Expert in executing or delivering enabling capabilities for Computer Network Defense such as SOC Operations, Threat Hunting, and Incident Response, 5 years. Expert in systems security architecture and design, 5 years. Expert in vulnerability research, 5 years. Experience in CNO, 5 years. Practical experience with Risk Management Frameworks, specifically NIST, 5 years and at least two granted ATOs where ISSE functions were performed. Solution and architecture development concepts and processes, 5 years. Proven ability to lead development of technical data packages such as a system description, Interface Control Document (ICD), CONOPS, related appendices and detail artifacts such as an API (Application Programming Interface) SDD (System Description Documents), OV-1s, and systems and enterprise architecture packages. Excellent verbal and written communication (including executive level interface), work autonomously and in groups, highly organized, deadline-oriented, continuous-improvement mindset. Experience managing the system engineering lifecycle, including trade studies, analysis of alternatives, proofs of concepts, and operational pilots. Education: Bachelor of Science or advanced degree in a relevant technical field or equivalent work experience. Required Experience: 15 years of related experience in systems engineering related work and must have at least five years leading technical aspects of systems integration programs. Additional Requirements: Due to the nature of the work performed and the privileged user access for this position, U.S. Citizenship is required. Ability to obtain and maintain a TS/SCI with polygraph, existing clearance preferred. Batcheler's Degree or 15 or more years of professional experience in related fields. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
