The Intel and Homeland Security (IHS) Chief Technology Office (CTO) is responsible for technical solutioning excellence within the division. The Intelligence Analyst Solution Architect role provides Intelligence subject matter expertise to solutions and proposals specific to solving our customers' problems and enabling their missions. This role reports directly to the CTO Leadership. Responsibilities include: Intelligence: Applies experience in intelligence and analytic services to craft solutions and write compelling intelligence services proposals for contracts where teams of intelligence practitioners work with the customer to deliver their mission. Codifies intelligence tradecraft in solutions and frameworks that address people, processes, and tools aligned with customer missions, strategies, policies, guidance, and in-place procedures. Plans for and incorporates a comprehensive set of program components needed to successfully execute a customer's mission, including staffing, operational practices and tradecraft, training, adoption and adaptation of relevant technology and tools, and innovation and improvement practices. Assesses current state operational environment and recommends realistic and practical changes appropriate to the mission and organization. Schedules and hosts technical exchange meetings with subject matter experts to capture relevant details and tradecraft insight applicable to the pursuit and the customer's operational environment and mission. Solutionist: Functions as a solutions architect, lead or contributing, within a Business and Proposal Development Process such as Shipley. May serve as a team or task leader for solution architects collaboratively working on opportunity proposals. (Not a people manager) Identifies proposal solution resources needs and coordinates additional support, as necessary. Assesses customer insight and crafts solutions to support customer missions of today with executable planning and roadmaps to evolve programs to support the missions of tomorrow. Conducts research to track intelligence and tech domain developments and trends to develop new capabilities tailored to customer needs. Identifies solutions based on business and technical criteria, analyzes alternatives based on trade space, and implements designs. Translates or decomposes customer's solicitation requirements to actionable requirements for total solutions that conform to customer mission technical, schedule, and cost constraints. Coaches and provides subject matter guidance to proposal and program teams for intelligence services. Works closely with Capture Managers on planning and execution of opportunity pursuits, artifacts, and review gates. Contributes to proposal writing and coordination of overall capture efforts, as required. Assesses, scores, and reports solution quality through all phases of opportunity pursuit. Contributes to and coordinate construction and delivery of presentations that clearly illustrate technical, management, and transition solutions and components. Develops Work Breakdown Structures and Basis of Estimate artifacts for proposed solutions. Reviews and provides constructive feedback to proposal artifacts. WHAT YOU'LL NEED TO SUCCEED: The candidate must possess the following skills: Detailed insight in the Intelligence Production cycle, its individual components, and intelligence practitioner roles. Knowledge of applicable theories, principles, practices, approaches, and techniques of intelligence research and analysis concepts. Expert in researching multiple information sources and aggregating relevant data to craft solutions and proposal artifacts. Expert level oral and written communication (including executive level interface), work autonomously and in groups, highly organized, deadline-oriented, continuous-improvement mindset. Ability to illustrate/visualize processes and organizational structures. Ability to develop and apply process-oriented approaches in technical solutions and solution components and translate details into proposal volumes and artifacts. Required Experience: Education: Bachelor of Arts or Science or advanced degree in a relevant technical field or equivalent work experience. 15 years of related experience in Intelligence Analysis (Intelligence or Law Enforcement Communities). Working knowledge of common intelligence production tools and systems. Experience working in operational intelligence environments and missions. Desired Experience: Experience writing or contributing to proposal volumes and artifacts. Complementary experience in collection management, strategy, planning, or targeting. Additional Requirements: Due to the nature of the work performed and the privileged user access for this position, U.S. Citizenship is required. Existing TS or better clearance. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
