Title: Contract Analyst District Operations State Role Title: Prog Admin Specialist II Hiring Range: $61,924 to $100,627 Pay Band: 5 Agency: VA Dept of Transportation Location: Traffic Management Center Agency Website: www.jobs.virginia.gov Recruitment Type: General Public - G Job Duties Virginia Department of Transportation (VDOT) Hampton Roads District has an exciting opportunity for a Contract Analyst District Operations to provide business coordination, budget development and monitoring and contract management support for district operations service contracts. Core responsibilities for job & position: Budget and Reporting - Implement and maintain reporting systems that verify timeframes of existing contracts and prepare periodic analytical reports for management use. Coordinate development of a contract budget, monitor and analyze expenditures vs. budget and spend plan, analyze variances, update forecasts, and recommend corrective actions and adjustments in response to business needs. Develop traffic operations budget, develop and monitor spend plan, and monitor expenditures. Review invoices and monitor payments in accordance with established procurement policies. Payment Processing - Validate District Operations contract invoices. Perform District audit functions, develop and document audit processes, and coordinate and track district task orders. Work with business owner, Division and District Section in monthly payment processes. Verify contract expenditures and funding. Contract Management - Provide technical contracting advice and support to all regional sections and field staff in the area of contract management. Develop, analyze, interpret, and recommend business processes and procedures to ensure compliance. Collaborate with section managers or business owners to forecast business contract needs. Provide support and analysis to Regional Operations leadership to determine what contracts exist to accomplish work and provide input to different contracting approaches. Contract Development - Provide support and plan, develop and execute Regional Operations service contracts to include process and contract modifications, change orders and task orders. Monitor performance metrics and coordinate with service area lead to validate score card and performance reports to ensure contractor adherence to performance measures. Required skills for job & position: Ability to monitor contract expenditures and validate payments for completed services. Skill in preparing task orders and generating detailed project reports. Ability to communicate effectively orally and in writing with diverse audiences, deliver presentations and conduct meetings. Ability to mediate conflicts and issues to reach agreeable outcomes. Skill in the use of computers and software applications. Ability to make sound decisions on complex contractual issues. Knowledge of contract administration and project development practices and methodology. Ability to work independently and as part of a team. Knowledge of economic principles including life cycle cost analysis, cost benefit analysis, and budget development. Knowledge of contract development and monitoring to include managing large contracts, assuring terms and conditions are met. Thorough knowledge of Transportation Operations processes, methods and materials. Ability to work on and complete multiple assignments to meet established timelines within budget constraints. Skill in providing and promoting good customer service to internal and external customers. Ability to identify, document, analyze, and recommend improvements to contractor performance regarding contract compliance. Minimum Qualifications Skill in the use of computers and software applications (e.g. MS Office products, SharePoint, etc.). Must possess decision making skills and the ability to prioritize activities. Valid driver's license. Proven ability to analyze data, reach logical conclusions, handle confidential and sensitive information. Proven ability to work effectively independently and as part of a team. Experience with financial programs, data management, reporting, research methodologies, budget oversight methods, and state government or agency operations. Experience in business administration, contract management, and budget development. Comprehensive knowledge of procurement, office management operations and budget monitoring. Experience in coordinating business activities commensurate with the duties of the position. Proven ability to communicate effectively with staff, agency executives, and the public both orally and in writing. Additional Considerations Experience with financial programs, data management and reporting, budgetary methods, and public sector operations. Virginia Contracting Officer or Associate Certification. Experience managing contracts in the transportation operations industry. A combination of training, experience, or education in Business Administration, Project Management, or a related field desired. Experience handling business aspects of large operations related contracts. Work experience in an operations environment.
