The following are the duties of this position at the **GS-9**. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a **FINANCIAL SUPPORT SPECIALIST**, you will:

* Serve as a Financial Support Specialist with responsibilities and duties that involve working closely with internal and external offices/divisions, vendors, and other Federal agencies to: resolve financial matters; interact with Program Office officials to address inquiries and provide assistance.

* Research obligation and disbursement documents to ensure that data is accurate and properly processed; analyze system variances against manual financial records to ensure that data maintains a proper relationship throughout the integrated and non-integrated systems; and ensures that a clear audit trail exist throughout the financial systems.

* Review the accuracy and properness of vendor invoices (contracts, purchase orders, miscellaneous document types) and travel documents, ensuring compliance to Federal Acquisition Regulations, Prompt Payment Act, and Federal Travel Regulations.

* Input financial documents and transactions into the HUD Centralized Accounting and Program System (HUDCAPS), Line of Credit Control System (LOCCS), Program Accounting System (PASNorthridge Loan System (NLS), and Pay.gov. Inputs documents into HUDCAPS that are generated through the Intra-governmental Payment and Collection (IPAC) System, and FedTraveler System; ensures accuracy of recording payments to the proper program account code classification structure; and ensures that supporting documents and receipts are valid prior to disbursing.

** Qualifications**

You must meet the following requirements within 30 days of the closing date of this announcement.

**Specialized Experience: For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized Experience for this position includes:**

* Analyzing and applying problem solving methods in regard to financial matters.; **AND**

* Analyzing data from financial systems to find and correct discrepancies.; **AND**

* Assisting with problem resolution in financial or procurement matters.

****OR Education:**** You may substitute education for general or specialized experience as follows: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related.

****OR Combination:**** You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

**Specialized Experience: For the GS-7, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized Experience for this position includes:**

* Assisting with the analysis of financial records; **AND**

* Assisting in reviewing the accuracy of financial statements or financial reports.

****OR Education:**** You may substitute education for general or specialized experience as follows: One full year of graduate level education.

**OR SUPERIOR ACADEMIC ACHIEVEMENT:** Based on a Bachelors degree that is demonstrated through class standing (upper 1/3 of class), grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society.

****OR Combination:**** You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. (For example: the completion of 9 semester hours of graduate level education and 6 months specialized experience equivalent to the next lower grade level.)

Experience may have been gained in either the public, private sector or **.** One year of experience refers to full-time work; part-time work is considered on a prorated basis. **Time-in-Grade:** In addition to the above requirements, you must meet the following **time-in-grade requirement**, if applicable:

For the **GS-9** you must have been at the **GS-7** level for 52 weeks.

For the **GS-7** you must have been at the **GS-5** level for 52 weeks.

**Time After Competitive Appointment:** Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. **Education**

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the .

**CONDITIONS OF EMPLOYMENT:**
