The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases. PROGRAM DESCRIPTION The Vaccine, Immunity and Cancer Directorate investigates immune responses to vaccines in preclinical and clinical studies, with a focus on HPV and more recently on SARS-CoV-2. As part of a large effort to combat the current SARS-CoV-2 pandemic, the National Cancer Institute (NCI) is collaborating with the National Institute of Allergy and Infectious Disease (NIAID), the Centers for Diseases Control and Prevention (CDC), the Food and Drug Administration (FDA), the Frederick National Laboratory (FNL) and other stakeholders to develop assays with the highest reproducibility, sensitivity and specificity for evaluation of immune responses against this new virus. To address gaps and unmet needs in serology assay development and standardization and to gain a solid fundamental knowledge of the immune response to SARS-CoV-2 and underlying mechanisms of protection against infection, NCI has established a Serological Sciences Network (SeroNet), which includes the Frederick National Laboratory (FNL) Serology Lab, leveraging the vast expertise and excellence in HPV serology at the FNL. KEY ROLES/RESPONSIBILITIES The Vaccine, Immunity and Cancer Directorate is recruiting for a Project Manager to support project management and programmatic operations. Specific duties will include: Assist in the management of operation and programs Manage administrative Program activities by performing a variety of administrative and programmatic functions that include planning and implementation of overall Program strategies Communicate effectively to compose business and scientific documents Assist and support overall Program/Project activities including procurement, inventory management, equipment management Ensure Program compliance with all policies and procedures related to project management, contract relations, purchasing, and fiscal planning Assist in the preparation of program reports, including monthly quarterly reports, semi-annual and annual reports Assist with personnel actions such as requisition postings, onboarding and off-boarding activities such as office setup, computer and equipment setup, folder access, etc. Provide meeting management support to Programs, including drafting agendas, taking meeting notes/minutes, and recording and monitoring action items for initiative committees, sub-committees, awardee consortia, peer review panels, external advisory panels, scrum teams, program reviews, and other stakeholders as needed Assists with progress reporting, deliverables, and proposals, statement of work, and 508 compliance, other formal documents, formatting, editing, and submissions to appropriate systems and to stakeholders Assist with maintaining operational working files and server files for the directorate, archiving Perform travel arrangements, reconciliation, and reimbursement processing for the directorate Working directly with the laboratory to perform equipment request processing, equipment management, coordinating vendors to certification completion Collaborate with internal and external stakeholders for requirements for CRADAs, MTAs, collaboration agreements, subcontracts and move to execution Work as part of a team to manage subcontracts to assure project execution within established timelines, as needed Work with managers to ensure laboratory and programs are operating in an efficient manner, providing administrative/operation support Data entry for biological material inventory on an annual basis with accuracy Liaise with internal groups and other LBR groups (HR, Finance, Purchasing, Equipment, etc.) as required Perform other related duties as assigned BASIC QUALIFICATIONS To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below: Possession of Bachelor's degree in Biology, Immunology, Public Health from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree.
