Description

UMMARY JOB DESCRIPTION:

The Regional Property Manager is solely accountable for all property operations within the UPholdings regional portfolio. The regional portfolio consists of diverse, affordable housing units, including Low-Income Housing Tax Credits ("LIHTC"), HOME, Project Based Section 8, Senior and Multi-family, serving a diverse population including persons living with disabilities, seniors, and low-income families. In addition, many properties within the portfolio have a service enrichment component to enhance the quality of life for all who wish to access the service.

The Regional Property Manager is responsible for overall site operations and motivating and training their teams through effective leadership and innovative ideas. Responsibilities include hiring, coaching, and developing staff in their knowledge of property management, budget, and financial management. In addition, the ideal candidate will be able to build and maintain professional relationships with property owners and various agencies.

REPORTING DUTIES AND RESPONSIBILITIES

Implement systems and establish performance goals for the managers and their direct reports. Document meetings and communications with community-based agencies and stakeholders to assist in creating resources and support for the residents residing on your property. Document meetings with the managers to track positive activities and disciplinary issues and ensure they are submitted to HR. Provide weekly reports documenting site activities and systems in place to maintain site compliance. Work with the Director of Compliance to ensure all compliance reporting is submitted to the regulatory agency on time. Attend monthly Regional Manager meetings with the Director of PMO and other leadership team members. to keep abreast of policy changes, ownership concerns, or requests and communicate important information at the property level. If applicable, attend Service Provider blended management meetings as a liaison for ownership. Provide oversight in annual budget development and ongoing review of income and expenses related to collections vacancy loss. Regional Managers will be required to enforce all procedures for selecting vendors, including bids. Requirements, checking references, ensuring proper insurance coverage, and sign-off approval. Prepare a written description of what is being purchased with all required bid information. Regionals Managers are responsible for reviewing and approving all initial leases and first-year tenant recertification files. Maintain ongoing communication with the Director of Operations and Site manager to implement budget adjustments to ensure properties stay within the established budget guidelines throughout the year. Quarterly coordinate with the Director of PMO and Operations Manager to review operating accounts and prepare reserve draws for taxes, insurance, and capital work completed at the project. Attend resident, community, ownership, and partnership meetings as directed. Maintain a professional appearance and work ethic, display a positive attitude, and foster an environment of "team" that values everyone and does not single out anyone. Keep the Director of PMO abreast of all significant operational issues impacting the owner's interest or liability; any actions that impeded the compliance governing the projects. Performs any additional duties as assigned by the Director of PMO and Executive Management.

Requirements

QUALIFICATIONS:

- Resident Housing Manager designations preferred,

- A mandatory minimum of 5 years of experience in the supervision of affordable housing site operations,

- Must have experience in working with Housing Finance Agencies and understand the purpose of MSA and regulatory agreements,

Must be certified in:

Tax Credits or Certified Occupancy Specialist, have explicit knowledge of Fair Housing, and preferred Blended Occupancy Specialist.

- Strong verbal and writing skills, conflict resolution, and problem-solving.

- Be attentive to detail and can effectively communicate and resolve conflict.

DRIVING REQUIREMENTS

Frequent need (50% to 60% of the time) to utilize personal transportation to inspect properties in the surrounding neighborhoods and attend meetings.

Work Hours:
