What will I bedoing?

The Project Manager oversees financial monitoring activities for the Gulf Coast Workforce Board’s program and contracted operations. The Agency contracts out more than $400 million in Workforce Development federal awards to non-profits, education institutions, and other entities.

ü

Responsible for the development of the annual financial monitoring plan, presenting status updates to Board committees, and coordinating activities with H-GAC’s Internal Audit Department.

ü

Performs preliminary planning, and provides leadership to contracted CPA firms, managing contract deliverables and budgets to meet established deadlines.

ü

Schedules and plans financial monitoring; initiates project planning, assess risk, and coordinates with contracted CPA firms to develop audit direction.

ü

Reviews audit work, including plan preparation, work papers, findings, and associated reports; Participates in exit conferences and presents final results to leadership.

ü

Reviews contractor financial statements, cost allocation plans, and/or indirect cost plans.

ü

Keeps abreast of Agency policies and procedures, current developments in accounting and auditing professions, and changes in local, state, and federal laws, as applicable.

ü

Coordinates and interacts with state and federal agencies performing external audits of Agency activities.

KeyQualifications

ü

Comprehensive understanding of accounting principles and auditing standards.

ü

Ability to analyze and evaluate complex accounting transactions and internal controls.

ü

Experience auditing state or federal grant programs.

ü

Ability to present to committees and other high-level meetings with agency personnel.

ü

Proficiency with Microsoft Office 365 suite.

ü

Strong verbal and written communication skills.

ü

Service-oriented with a high degree of professionalism in dealing with diverse groups of people.

Do you have…

ü

Bachelor’s degree in an applicable academic discipline orrelatedfield of study

ü

5years of experienceworking with local government, nonprofit programs, schools, or in job-related duties.

PreferredQualifications

ü

Certified Public Accountant or Certified Internal Auditor

ü

Knowledgeable in U.S. Office of Management and Budget (OMB) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance)

ü

Experience with Texas Workforce Commission grant funding.
