POSITION DESCRIPTION The individual hired for this position will serve in the role of Program Manager II /Client Manager for HGLs U.S. Army Corps of Engineers South Pacific Division clients. The primary role is to lead the development, capture, award, and successful execution of projects within the Sacramento, Los Angeles, and Albuquerque District footprints. The Program Manager II is responsible for ensuring health & safety and quality requirements are met. In addition, the Program Manager II will mentor PMs to meet and exceed client expectations while managing risk and meeting performance criteria. Responsibilities/Duties WHAT YOU'LL BE DOING The person hired for this role will be responsible for: Strategic planning and business development including selling out existing contracts and securing follow-on or new contract opportunities. Ensuring projects within the portfolio meet safety, quality, financial, and schedule targets. Providing leadership and direction to Project Managers and working with the HGL team to project hiring needs, assign PMs and project teams that have the training, experience, and credentials for successful execution. Leading monthly program reviews and routine follow-up with clients on program performance. Actively engaging in risk management through identification and assessment of potential risks and challenges associated with the projects in the program portfolio. Developing risk mitigation strategies and contingency plans to minimize negative impacts. Driving continuous process improvement initiatives within the program and seeking a culture of innovation. Communicating effectively with clients, regulators, project team members, and company management. When needed, personally managing more critical projects until sufficient work exists within the SPD to hire additional PMs. Required Skills WHAT YOU NEED TO BE SUCCESSFUL The ideal candidate will need the following as a foundation for success in this role: PE, PG, and/or PMP certifications. Prior program/client management experience with government clients. Minimum 10-15 years of experience executing and managing investigation and remediation projects under CERCLA and RCRA, including oversight of project teams, management of budget, schedule, safety, quality, technical performance, and customer satisfaction. Proven experience directing, managing, and leading project teams. Ability to lead, mentor, and hold PMs accountable to high performance. Demonstrated performance in financial management and risk mitigation strategies. BA/BS in Engineering, Science, or a related academic field. (MA/MS in a related field may decrease the years of experience required). Excellent time management and organization skills, including the ability to handle multiple tasks, prioritize and keep organized to ensure timely and accurate work. Ability to build consensus among leadership, internal, and external stakeholders through effective interpersonal communication and relationship building skills. The successful candidate will show directly relevant experience that demonstrates a history of responsibility, initiative, motivation, and creative problem solving. WHAT YOU NEED TO STAND OUT (Preferred, not required) Experience with investigation and/or remediation of PFAS impacted sites. Experience working with USACE-Sacramento District or other districts within the USACE-South Pacific Division.
