Position Title: Staff Systems Engineering Manager

Mission Focused Systems Inc. (MFS) is looking for a self-motivated Systems Engineer to support of Naval Information Warfare Systems Command (NAVWAR) Project Overmatch Office for the development of networks, infrastructure, data architecture, tools and analytics that will comprise the Naval Operational Architecture (NOA).

Engineering support services include architecture definitions and designs, configuration definition and integration with other shore and afloat systems and coalition interfaces/systems.

Job Description:

In this capacity, the successful candidate will be required to:

Apply engineering analysis, impact assessments, and trade off studies of complex systems.

Manage design documentation and specification development.

Lead and apply test planning and test procedures development, test conduct, analysis, and reporting.

Lead and apply related engineering requirements, performance and risk analysis.

Apply engineering principles to investigate, analyze, plan, design, develop, implement, test or evaluate systems.

Conduct Task Analyses (e.g., Mission Task Analysis, Top-Down Functional Analysis, Critical Task Analysis)

Basic Qualifications:

ABET Accredited BS Degree from ABET recognized engineering curriculum (i.e., ME / EE / IE / CSE

Or, BS Degree in Physical Science, Engineering, or Mathematics that includes 24 semester hours in Physical Science such as Mechanics, Dynamics, Properties of Materials, and Electronics.

Examples include Applied Math, Applied Physics, Operational Research, Modeling & Simulation, Chemistry, Biology, Computer Science, or Naval Architecture.

10 to 15 years of experience in Government related Research & Development, Testing & Evaluation, and/or Systems Acquisition Programs.

10 to 15 years relevant HSI engineering experience in at least 2 of the areas listed in the Job Description.

Desired skills:

Experience providing operations and maintenance of all Systems Engineering Technical Management processes across the full range of NOA programs and projects.

Understanding of Naval operations from unit level through operational staff and headquarters planning.

Experience researching analysis of missions, tactics, equipment, interfaces, and resource allocations to new and developing systems and programs.

Experience ensuring data traceability through the pyramid of models.

Experience ensuring missions are traceable to Required Operational Capabilities and based on Integration and Interoperability baselines.

Experience providing systems engineering support in analyzing and/or projecting performance of future systems.

Experience providing recommendations and assistance to the Government during engineering events and with certification related functions required by NAVWAR’s Information Assurance Technical Authority (IATA) mission. Related functions include systems engineering technical reviews in which the Contractor will ensure cybersecurity posture is successfully met at each key program/project milestone and Program Protection Plan (PPP) (includes but is not limited to: cybersecurity strategy, security classification guide, critical program information (CPI), critical technologies (CT), anti-tamper plan, software assurance, and supply chain assessment).

Experience observing and documenting cybersecurity evaluations throughout the requirements, engineering, testing, and development phases of acquisition (e.g., RMF, Systems Engineering Technical Review (SETR), cyber risk to mission, and cybersecurity readiness).

Experience identifying risks associated with the development of enterprise architectures to address system of system cybersecurity designs, maximizing common and inheritable security controls in support of a defense in depth strategy through the utilization of digital engineering methods (e.g. model based systems engineering) for efforts in the RDT&E phase of the acquisition life cycle.

Experience providing support for all aspects of systems engineering activities, including the development and review of acquisition engineering documentation, interface requirements, specifications, standards, Analysis of Alternatives (AoA), Test and Evaluation plans and procedures, roadmaps, concepts of operations (CONOPS), assessments, risk analysis, Configuration Management (CM) policy, process, baselines, reports, plan, and change request documentation, and provide innovative ideas to improve these activities.

Experience maintaining and modifying artifacts supporting Architectures, specifications, and standards; Systems engineering documentation; and Capability risk assessments and analysis.

Clearance Requirements:

Active Top-Secret Clearance

And/or be eligible for a Top-Secret Clearance with a successful background investigation completed.
