Technical and Project Engineering, LLC (TAPE) is a government contractor whose mission is to generate innovative solutions for our government customers. Currently, we are looking for talented to professionals to support the Office of Information Security Policy and Strategy (ISPS) within the Department of Veterans Affairs (VA) Office of Information & Technology (OIT). ISPS requires support for the planning, monitoring, tracking, recording, and reporting on all ISPS projects and contracts.

Responsibilities

  • The Budget Analyst shall provide budget and financial management support to ISPS to include assistance with budget tracking, forecasting, analysis, execution, and reporting.
  • Provide budget tracking and monitoring across ISPS and develop and maintain a Budget Spreadsheet identifying up to date authorizations, commitments, allocations, obligations, and expenditures, as well as a forecasting of end-of-year carry over.
  • Provide input into the Budget Tracking Tool (BTT).
  • Support ISPS Business Operations with projections and tracking of funds.
  • Coordinate with various stakeholders on the development of the ISPS Budget Operating Plan to synergize and integrate strategic recommendations on funding for projects and contracts.
  • Support the development of financial plans and budget submissions that account for internal cost controls and the integration of leadership financial decisions.
  • Provide financial reporting and track funding status on all ISPS project and contract actions in the Budget Spreadsheet
  • Support ISPS in the planning, development, implementation, and monitoring of ISPS contract/product/project budgets.
  • Provide assistance to ISPS staff as required on the budget process, general budget milestones and schedules and key deliverables throughout the fiscal year.
  • Support budget planning and formulation activities for future year funding needs consistent with ISPS multiyear planning guidance to include projected spend plans by fiscal year, quarter, and month.
  • Support Government personnel in the preparation of budget formulation documents for various budget formulation processes and data calls.
  • Analyze selected business processes to develop recommendations specifically aimed at cost control/cost reduction.
  • Draft ISPS Budget and Financial performance metrics, goals, objectives, risks, and success criteria in a PowerPoint presentation on a quarterly basis.
  • Prepare approximately 4 briefings per month regarding ISPS Financial Program Performance reporting and current budget year data
  • Create Standard Operating Procedures (SOPs) that document the process maps/workflows for budget formulation and execution.

Qualifications

  • Bachelor’s degree plus 4 years' of experience
  • May substitute 2 years of experience for one year of education. For example, a bachelor's degree and 4 years of experience may be substituted by an associate degree and 8 years of experience or no degree and 12 years of experience
  • Experience working in Government and/or VA environment
  • Must have Planning, Programming, Budgeting & Execution Process (PPBE) experience
  • Must have a Public Trust clearance
