This is position is located in Bureau of Policy, Richland County.

Are you the One? We are looking for a Program Coordinator IIwho will serve as a Policy Analyst for Family Planning Services and Early and Periodic Screening, Diagnostic and Treatment (EPSDT) Services within the Office of State Plan Administration within the Bureau of Policy. The Policy Analyst will have the opportunity to produce written analysis, policy memos, fact sheets, comments on proposed regulations, and other materials. The Policy Analyst will: a) evaluate existing policies and procedures and recommend program improvements. b) review utilization trends and analyze data to develop cost analysis and fiscal impact proposals for new or updated Medicaid services and benefits, c) update provider services manuals, procedure codes and provider fee schedules, d) serve as the agency's subject matter expert in the assigned policy area, e) conduct research, develop policy briefs and provider bulletins, and f) work with the appropriate internal and external stakeholders.

  • Evaluate existing policies for effectiveness and compliance with state and federal mandates. Research any unintended outcomes, either positive or negative. Develop cost analysis for existing policies based on utilization. Ensure assigned policy manual is kept up to date with changes and changes are announced according to agency communication protocols. Monitor the agency EPSDT mailbox and coordinate with the EPSDT coordinator for timely and accurate responses to inquiries.
  • Identify any problems, either current or upcoming, and evaluate recommendations to address the issue(s) using tools such as surveys, cost-benefit analysis, focus groups, and others to forecast possible policy outcomes. Write policy briefs and memos of potential policy changes. Ensure policy alignment with current agency policies and strategic plan. Serve as a lead in amending the state plan based on upcoming policy changes.
  • Serve as Policy Expert for assigned policy area. Maintain up to date knowledge of federal and state regulations related to assigned policy area. Ensure that the agency is in compliance with all regulations pertaining to the policy area. Collaborate with other areas within the agency to further assigned policy area. Represent the agency to external stakeholders including other state agencies, provider groups and professional boards as part of the policy team. Participate in cross-functional teams to address key policy issues facing the assigned policy area.
  • Collaborate with other Policy team members, and as assigned by management, in policy development and implementation activities related to other State Plan service categories. Participate and /or lead policy implementation projects, respond to provider, member or stakeholder inquiries received via State Plan mailbox.
  • Attends and participates in relevant opportunities for professional development and training. Demonstrates utilization and application of new skills learned to improve effectiveness and efficiency within assigned responsibilities.
  • Perform other duties as assigned.

Minimum and Additional Requirements

Bachelor's degree and five (5) years of healthcare experience in Women's and/or Children's Services required.

Experience may be substituted with a Master's degree in Public Health, Nursing, Health Administration, or other relevant fields.

PREFERRED: Master's degree preferred in Public Health, Nursing, Healthcare Administration, or other relevant fields.

  • Ability to work in a complex, fast-paced, and cross-functional team environment.
