In support of Product Manager Future Weapon Systems, we are seeking a Systems Engineer IV with experience in supporting (DOD Federal acquisition programs; knowledge of policy/ principles/organizational protocols).

A Systems Engineer, also known as lead systems analyst, a network engineer who can also program, or a software engineer who can also manage networks, is an IT professional who oversees the creation of hybrid software, web, and hardware products from initial specifications to final rollout and maintenance. These products are often sophisticated systems that run on the web. The systems engineer is responsible to integrate various network operating systems, application programs and hardware devices.

Duties of a systems engineer typically include managing the development cycle associated with producing a resilient software, hardware and web application, including: specification, design, coding, testing and maintenance.

Systems engineering is like putting together a puzzle, matching varied pieces together to make one cohesive whole. Systems engineers are concerned with the "big picture" of a project in addition to technical aspects and must consider details like cost, schedules and social issues that may be associated with a project.

The specific requirements and tasks may include, but are not limited to the following:

- Will report directly to the Assistant Product Manager for Engineering (APdM-E);

- Ensure APdM-E level tasks are tracked, executed, and reported;

- Provide continuous technical engineering support to the Engineering competency’s development of documentation that supports the Systems Engineering Technical Process and Systems Engineering Technical Management Process in accordance with DOD 5000-series Acquisition polices, DON systems engineering policies, and other applicable MARCORSYSCOM guidance (e.g. Test Readiness Review (TRR), Program Verification Test (PVT), System Requirements Review (SRR), System Verification Review (SVR), IEEE 15288.2 Standard for Technical Reviews and Audits on Defense Programs;

- Deliver all support necessary to the activity to conduct functions in accordance with guidance provided by the most current version of IEEE 15288.2, DOD and DON policies and guidelines. Support includes, but is not limited to, leveraging approved templates or other form of authoritative acquisition guidance in the drafting of statutorily required and acquisition documentation;

- Provide continuous technical engineering support to the program for development and facilitation of Systems Engineering Technical Review (SETR) event preparation, execution, and closure to the Government, to include development, review and updating required documentation for all phases of SETR events. This support shall include, but is not limited to, updating SETR projection calendar and Technical - Review event information weekly on the Government-specified websites as well as the development of Technical Review Action Plans (TRAPs);

- Collect and upload Technical Review Data Package (TRDP) artifacts in support of SETR events to Government-specified websites and input, track, and maintain critical actions and results from SETRs by using Government-specified websites/tools;

- Provide Systems Engineering and Test & Evaluation (T&E) knowledge, technical guidance, and data input to the program's IMS development and maintenance activities. This includes detailed tasks in support of key engineering events, documentation development, and communicate expected durations and dependencies to other competency activities to support the program leads cross-functional awareness;

- Support the Systems Engineering Working-level Integrated Product Teams (WIPTs) by collaborating with relevant stakeholders to define, develop, and maintain the strategy, plans, and schedule;

- Analyze user requirements; provide inputs into the development of system specification documents; and provide input subject to Government approval regarding alignment of requirements and specifications with the applicable Requirements Traceability Matrices (RTM) which shall include remediation to correctly reflect system requirements and test results completed in accordance to the PMES Change Management Plan;

- Provide engineering support to the engineering leads for updating the RTM input following test report completion for each test event, providing post-test data reduction updates and analysis of requirements identified in associated products;

- Provide technical support and input to the engineering leads regarding applicable Systems Engineering concepts such that Government personnel will be able to incorporate that input into applicable program activities;

- Provide technical support to the Government lead for the development, review, analysis, update, and management of technical documentation such as Systems Requirements Document, Work Breakdown Structure (WBS) and all lower-level system requirements documentation (e.g. Interface Requirements Specification performance specification);

- Provide technical support to the Government lead for Test and Evaluation Master Plans (TEMPs), electronic TEMPs (eTEMPs), and Annexes test strategies, detailed test plans, test procedures and test schedules. Systems Engineering and Test Coordination and TRR meetings Test Incident Reports (TIR), supporting documentation, post-test data reduction and analysis, and input to RTM following test report completion for each test event.

- Provide technical input concerning overall systems engineering, development, and T&E activities and test programs to include providing support to review and make recommendations to the Government on systems engineering and test plans, procedures, and test reports, and attending adjudication sessions ensuring final product adequacy;

- Collaborate with program and support contractor staff in various competencies including engineering, test team, logistics, development, and integration;

- Serve as the remain behind element when the APdM-E is on travel to provide continuity of support on daily tasks;

- Follow-up on tasks assigned to the team level engineers;

- Draft initial products for APdM-E review and submission;

- Provide initial input to tasks assigned to the APdM-E for review;

- Monitor, maintain, and prepare input for the APdM-E in support of the PdM Risk Review, PdM Status Meetings, and other recurring meetings, Technical Review Boards, and the Configuration Control Board.


Education/Experience:

Bachelors degree in engineering with Fourteen (14) years of relevant IT professional experience overseeing the creation of hybrid software, web and hardware products from initial specifications to final roll-out and maintenance. Ten (10) years of direct experience may be substituted for a Master's degree.

Specific/Preferred Requirements:

- This position requires an active Secret Security Clearance;

- This position is not eligible for remote work or 100% telework;

- Senior level knowledge of acquisition engineering and associated Product Support Elements;

- Experience in Acquisition Category II (ACAT), Post Milestone C, and Ground Based Air Defense;

- Experience supporting development of Weapons, Sensors Development, and Integration (i.e., MAGTF C2, Air Defense, Radar, Unmanned, Command/Control) systems;

- Experience integrating various network operating systems, application programs and hardware devices through system specification, design, coding, testing and maintenance support;

- Experience considering overall project design including cost, schedule, and social issues that may be associated with a project;

- Experience in applying systems engineering principles;

- Knowledge of CM Pro, Configuration Control Board processes, Risk Exchange+, and MS Teams;

- Adept at pulling information from various data sources (information systems and key personnel) to synthesize coherent responses to tasks (typically quick turnaround) for APdM-E review and submission;

- Enterprise Task Knowledge Management Software Software II (ETMS2);

- MARCORSYSCOM Vital Information Portal for Enterprise Resources (VIPER);

- Proficient in MS Office products (Word, Excel, Project, PowerPoint);

- Proactive, able to collaborate, present, and disseminate technical and non-technical information to peers, customers, leadership, and external agencies as required;

- Ability to adapt to fast paced and changing environment;

- Experience preparing and delivering presentations and briefings;

- Experience being the task lead/manager.

- Excellent communication skills both oral and written.
