Software Resources has an immediate, long term contract job opportunity for a Program Manager - Project Governance with a major corporation in Orlando, FL.

3 days per week on-site in Orlando required.


The candidate must have proven experience establishing a project audit governance process and executing the process within a large organization. This is the PM's full time job. They need to have the PM experience because they need to be able to coach and mentor seasoned PMs on PM processes and findings from the project audit processes. This person is the only project audit resource on my team so they must have proven experience defining the process and strategy within an organization.

Description:
PMO Technology Program Manager - Governance will partner across the organization to continue the development, continuous improvement, and roll-out of project management methodologies, tools, templates at an enterprise level to drive the adoption and maturity of PMO processes, standards, and tools improvements and offer predictable delivery of programs and projects for our organization.

The Tech PMO Program Manager - Governance will be the catalyst to drive best practices to ensuring that the projects and programs are aligned with the strategic objectives and governance framework of the organization. The PMO Technology Program Manager - Governance is responsible for conducting independent and objective assessments of the performance, quality and compliance of projects and programs within the organization. This includes monitoring and reporting on the performance, compliance, and quality of the projects and programs, as well as provide recommendations for improvement and best practices.

The ideal candidate has: proven experience managing technology project management experience across multiple methodologies (waterfall, agile) strong knowledge of project management standards, methodologies, and best practices excellent analytical, problem-solving, and communication skills attention to detail and accuracy ability to work independently and collaboratively with various levels of stakeholders ability to establish relationships quickly can mentor and coach technology program and project managers loves to solve problems and tell stories with data prior experience establishing project management processes prior experience in project audit governance processes within a PMO org.
The role is an excellent opportunity to build relationships, lead project governance, coach and mentor programs and project managers and lead project health audit processes for the organization. The Technology Project Management Office (PMO) Program Manager - Governance works in a fast-paced, collaborative environment and reports to Enterprise Technology, PMO Senior Manager, Technology Processes and Tools.

Responsibilities:

  • Plan and execute project audits according to the PMO audit plan and schedule
  • Review and evaluate project documents, deliverables, processes, and practices for adherence to the PMO framework, policies, and procedures
  • Provide guidance and coaching to the project and program managers and teams on the application of the governance framework, policies, standards, and procedures
  • Identify and report on project risks, issues, gaps, and improvement opportunities
  • Provide recommendations and best practices to enhance project performance, quality, and compliance
  • Follow up on the implementation and effectiveness of the corrective and preventive actions
  • Oversee the project health checks execution plans and ensure the plans stay aligned with the scope and timeline of the organization
  • Prepare and present audit reports and findings to the PMO and project stakeholders
  • Create and lead executive presentations on project management maturity and adoption
  • Contribute to the continuous improvement of the PMO audit methodology, tools, and techniques
  • Collaborate with leadership to develop and implement project governance and project health check/audit strategies aligned with PMO organizational goals, including strategy and execution to support process and system adoption, including stakeholder engagement, training, communications, and sustaining change over time Identify and escalate any deviations, gaps, or conflicts in the project and program governance and provide recommendations for resolution
  • Research and benchmark best practices and industry standards for project and program governance and propose enhancements and innovations
  • Establish key performance indicators (KPIs) to measure the success and effectiveness of project audit initiatives.
Basic Qualifications:
  • Proactively identify and resolve project governance/health check impacts and risks to project management processes that span across multiple cross-functional teams
  • Report progress and status to executive leadership
  • 10+ years of applicable program management experience in a technology environment, preferably for a large company.
  • 5+ years experience serving in a leadership role on a small to mid-sized Agile development team that was diligently applying Scrum principles, practices, and theory.
  • 3+ years experience in leading technology, multidisciplinary efforts across a large-scale matrix organization
  • Proven experience establishing project management process improvements
  • Proficiency in MS Office and project management tools
  • Certification in project or program management (e.g., PMP, ACP, AgilePM, PgMP, CSM, etc.)
  • Certification in audit processes (CIA, CISA, etc.) is nice to have
Required Education:
BA/BS in Computer Science, Engineering, Business preferred or related field

  • Deep Knowledge and understanding of project and program governance frameworks, methodologies, and tools
  • Proven program-level experience in leading technology projects or multi-threaded efforts
  • Proven facilitator that can lead project meetings and workshops driving commitments, accountability, and deliverables
  • Demonstrated critical thinking, strategic planning, and process management skills
  • Demonstrated experience developing and managing software development, infrastructure, operations, or networking project plans
  • Proven Exposure to software development lifecycle methodologies (focused on Agile, Lean)
  • Demonstrated analytical and problem-solving skills to achieve business results
  • Strong interpersonal, organizational, and communication skills and the ability to work effectively across a wide range of constituencies in a diverse corporate and client environment
  • Proven ability to deliver projects on time and on budget while communicating with key senior leaders
  • Ability to inspire, motivate and lead a team to produce quality work
  • Demonstrated inclusive leadership that embraces diversity
  • Ability to communicate effectively to executive leadership in both business and technology roles
  • Excellent organizational, communication, and time management skills
  • Demonstrated ability to develop teams, mentor staff
  • Exposure to modern software development and infrastructure tools, processes, and practices, including Jira/Confluence, Agile Development, Cloud, DevOps, Data Management, and SaaS/PaaS.
  • End-user experience and a moderate level of competency in the use of modern program and project management tools, such as ServiceNow, PPM, Clarity, Smartsheet, MS Project Online, etc.
  • Demonstrates organizing teams through Agile ceremonies, e.g. product backlog refinement, preplanning, planning, daily standups, sprint reviews, and retrospectives.
